Summary of the contracting process

Defence Equipment and Support, part of central government, procured an equipment and services support provider for Defence Munitions. The requirement covers ad-hoc, low-value, non-complex purchasing support: surveying the supply chain, sourcing different goods and providing a procurement service on the Authority’s behalf. The service is intended to support varied requirements rather than a single defined product range, with activity delivered across the United Kingdom. It is a services contract covering procurement consultancy and civil defence support. The arrangement is a call-off framework used only when ad-hoc requirements arise, so the appointed provider supports individual tasks as they are identified. The buyer marked the opportunity as suitable for small and medium-sized enterprises, making it relevant to capable specialist procurement or supply-chain businesses as well as larger providers.

The procurement is complete and the contract was awarded to TW Engineering Co. Ltd, an SME. The award was made on 20 February 2026 and the contract was signed on 17 August 2026. The contract runs from 17 August 2026 to 16 August 2030, with three option years. Its value is £5,000,000 excluding VAT and £6,000,000 including VAT; this is a maximum framework value and is not committed spend. Defence Equipment and Support used an open procedure, with electronic submission allowed in English. The tender deadline was 16 January 2026 at 10:00, enquiries closed on 9 January 2026 at 10:00, and the evaluation period ended on 20 February 2026. Evaluation weighted technical quality at 45% and price at 55%.

This procurement indicates demand for a responsive procurement intermediary able to handle varied, low-value Defence Munitions tasks rather than relying on a fixed catalogue. A credible future competitor would need strong supply-chain research and supplier-sourcing capability across goods categories, with the commercial judgement to obtain and compare quotations. The successful operating model requires at least three separate quotations for each new task unless the Authority agrees otherwise, alongside accurate task-register and KPI-tracker management. Providers would also need disciplined quotation handling, clear records, and the capacity to complete tasks within the urgency and delivery requirements agreed for each assignment. Experience of public-sector procurement, defence-related supply chains, best-value assessment and managing multiple ad-hoc requests would strengthen a bid when this requirement returns.
