Summary of the contracting process

Leicestershire County Council, trading as ESPO, established a national framework for site security services. The scope covers key holding, lock and unlock services, static guarding and mobile guarding. Services may be required by eligible public bodies across the United Kingdom, including local authorities, educational establishments, central government departments and agencies, emergency services, NHS and HSC bodies, registered charities, social landlords and certain parliamentary and Scottish public bodies. The framework is open to small and medium-sized enterprises and is designed for customers requiring security provision at sites in different geographical areas. The open procedure is complete and the framework was awarded on 25 June 2026, with the contract signed on 9 July 2026. It is a single, un-lotted framework with 67 appointed suppliers. Its estimated value is £100,000,000 excluding VAT (£120,000,000 including VAT), including the extension option. The framework runs from 9 July 2026 to 8 July 2028, with an option to extend by up to 24 months, to 8 July 2030. Evaluation weighted price at 40% and non-price quality at 60%. Suppliers pay ESPO a framework fee of 1% of invoiced call-off value, plus VAT. Customers may award call-offs with or without further competition, and may use an electronic auction in further competitions.

Options: ESPO reserves the right to add or remove units to be provided throughout the life of the contract.

Renewal: The framework agreement has the option to extend for up to a further 24 months (under normal circumstances this will either be completed in full or in 12-month periods and is subject to the performance of the framework). The total estimated framework value captured in this notice includes the option to extend as noted above.

Service providers are being engaged with: • To understand any changes or developments in the market. • To help refine the procurement process in terms of scope of the framework. • To assess market's capacity to meet the framework requirements. • To identify potential risks in the market. • To determine the extent the service providers are aware of the importance of social value and the ways in which they provide it to customers. • To ensure the market is prepared for carbon reduction plans to be included as a condition of participation for the procurement. Engagement is initially being undertaken via a Request for Information (RFI) Questionnaire, that is available as a Public Message on the EastMidsTenders eProcurement Portal (www.eastmidstenders.org). Reference should also be made to the return deadline that is captured in this. Suppliers wishing to participate must first register interest for 347_26 via the EastMidsTenders eProcurement Portal (please see below for further details). For the purposes of this Preliminary market engagement (PME), please express your interest as follows: (a) Go to https://www.eastmidstenders.org/; (b) Register (if not already registered on ProContract); (c) Search for tender opportunity '347_26' (via "View Opportunities" from the EastMidsTenders Portal); d) Express an interest. Please access the Messages area/section of the eProcurement Portal (ProContract / EastMidsTenders - Messages can be accessed via the Activity dashboard once an Expression of interest has been completed) for any further communications on this preliminary market engagement, including the RFI documentation. In the case of any questions or clarifications relating to this PME, these should also be submitted to ESPO as a Message on the eProcurement Portal (again once an Expression of interest has been completed). Suppliers should note that this is a preliminary market engagement exercise (and NOT a competitive tender process at this stage). The participation of a supplier in this preliminary market engagement will not constitute any contractual agreement between the respondent and ESPO. It is anticipated that Suppliers taking part in the preliminary market engagement will not be put at an unfair advantage when bidding for this framework. A supplier's participation, or lack of participation, shall not impact the ability of the supplier to participate in any resulting tender exercise. Suppliers should note that any interest indicated does not constitute a commitment to participate in any future tendering exercise.
