Notice Description

ESPO are establishing a national framework for the provision of site security services, to include key holding, lock / unlock services, static guarding, and mobile guarding. The framework is NOT divided into lots - the framework could have been split into Lots by region or service type. However, our customers typically require suppliers to be able to provide a full range of site security services. Tenderers are able to bid on a regional basis within the framework, therefore SMEs are not precluded from submitting a bid based on their location or service area and it was not deemed relevant to split into regional Lots. Please refer to the tender documents for further details - the closing date for submission of Tenders is 12:00 (12 noon / 12pm) on 23 March 2026. Renewal: The framework agreement has the option to extend for up to a further 24 months (under normal circumstances this will either be completed in full or in 12-month periods and is subject to the performance of the framework). The total estimated framework value captured in this notice includes the option to extend as noted above.

Engagement is initially being undertaken via a Request for Information (RFI) Questionnaire, that is available as a Public Message on the EastMidsTenders eProcurement Portal (www.eastmidstenders.org). Reference should also be made to the return deadline that is captured in this. Suppliers wishing to participate must first register interest for 347_26 via the EastMidsTenders eProcurement Portal (please see below for further details). For the purposes of this Preliminary market engagement (PME), please express your interest as follows: (a) Go to https://www.eastmidstenders.org/; (b) Register (if not already registered on ProContract); (c) Search for tender opportunity '347_26' (via "View Opportunities" from the EastMidsTenders Portal); d) Express an interest. Suppliers should note that this is a preliminary market engagement exercise (and NOT a competitive tender process at this stage). The participation of a supplier in this preliminary market engagement will not constitute any contractual agreement between the respondent and ESPO. It is anticipated that Suppliers taking part in the preliminary market engagement will not be put at an unfair advantage when bidding for this framework. A supplier's participation, or lack of participation, shall not impact the ability of the supplier to participate in any resulting tender exercise.                 "description": "It should be noted that the Framework could be used in a number of ways where site security services are required. Customers wishing to buy Services via the Framework will do so in the following way(s) in accordance with section 45 of the Procurement Act 2023 (and any subsequent amendment or re-enactment thereof): Call-off without competition: 'Calling-off' Services from a Supplier identified who is: a) included in the Framework; b) suitable for meeting the Customer's specific needs; c) delivers to the geographical region/sub-region of the Customer, and; d) identified as offering the most advantageous solution to the Customer's requirements, based on the Framework pricing and the additional benefits offered by each Supplier. Call-off with competition (Further Competitive Selection Process): 'Calling-off' by conducting a further competitive selection process amongst those Suppliers identified in the Framework as being able to provide the required Services. Customers will assess the suppliers as set out in the terms and conditions of the Framework. Please note that once this Framework is established, the right is reserved by the Customer when running a further competitive selection process, to invite the Suppliers to participate in an eAuction. Please refer to the tender documents for any further details. ESPO Trading Limited Second Framework: ESPO has established a commercial trading company, ESPO Trading Limited, whose target clients are third sector organisations such as national and local charities, public sector mutual organisations and other organisations involved in the delivery of services to or for the public sector. The successful Supplier may be asked to enter into an additional separate framework agreement (the Second Framework) with ESPO Trading Limited on materially similar terms to that found in the tender pack to be entered into by ESPO itself. Any Second Framework agreement will be a purely commercial agreement and will, for the avoidance of doubt, not be governed by the Procurement Act 2023 or other public procurement legislation. ESPO Trading Limited may enter into the second framework agreement with the successful supplier and make it available to third sector clients who themselves are not required to follow the Procurement Act 2023 or other public procurement legislation.
