Open Framework for the Provision of Emergency Accommodation for Homeless Customers

Notice Description

Derby City Council is seeking to appoint suppliers of emergency accommodation to an open framework through which it can purchase the accommodation it needs to fulfil its statutory duties and other emerging need. Derby City Council is seeking suppliers who can deliver to this specification and the standards stated within it, with emergency accommodation for homeless people owed duties under the Homeless Reduction Act 2017 or placed under a legislative power. The provision of emergency nightly paid accommodation is a part of the Council's response to homeless households whom the Council has determined have nowhere else to be accommodated that night. These households at this point are considered homeless. As part of the agreed nightly placement of a household in emergency accommodation, the Council will continue to work with the household to relieve their homelessness and discharge their statutory duties as quickly as possible. The following two lots are required for the framework: * Lot 1 - Room Only emergency accommodation * Lot 2 - Self-contained emergency accommodation The primary user of the framework will be Derby City Council but we have included provision for Erewash Borough Council to use the framework for their Emergency Accommodation Requirements if necessary. The value of any spend incurred by Erewash Borough Council from this framework is unlikely to exceed PS500,000.00 per annum.

The Council will then use the Call Off process which will prioritise offers for bookings by supplier rankings. If the supplier confirms that they can accept the booking then the Council will send a booking form by email to the supplier, detailing the accommodation type and occupancy required and the supplier's best price agreed when the supplier joined the framework. This becomes the Service Level Agreement for that booking. Each day Service Suppliers on the framework will be asked to establish their available accommodation for that day no later than 9.00am. Service Suppliers may advise the Housing Options Team by email of any changes to their room availability up to 5.00pm. When there is a requirement for the Service, the Council will make an initial telephone call or send an email to the first ranked Framework Supplier, who has suitable availability for the specific customer(s) the Council needs to secure accommodation for outlining the requirement and seeking initial agreement to the placement. This will be followed by a confirmation email with an attached Booking Form which will specify the needs to be met. The selected Framework Supplier will complete the Booking Form and return it to the Council within one hour. If the highest ranked Framework Supplier is not able to accept the placement, they will advise the Council, who will then approach the second ranked service supplier as above. This approach will continue until a placement is secured. The issue of a Booking Form by the Council to the preferred Framework Supplier will constitute a binding Individual Agreement to provide the Service, as set out in the completed Booking Form, at the nightly cost as per the Supplier's contracted rate.
