Notice Description
ESPO is a public sector-owned professional buying organisation offering a comprehensive range of procurement services, including access to over 100 free-to-access framework solutions for the wider public sector. We are establishing a framework for the supply of grounds maintenance machinery, including spare parts and maintenance services. The Framework is divided into 9 lots. Please refer to the tender documents for any further details (including further details on each of the lots) - the closing date for submission of Tenders is 12:00 (12 noon / 12pm) on 04 September 2026. To tender (please proceed to step (e) if an expression of interest has already been completed): (a) Go to https://www.eastmidstenders.org/ (b) Register (if not already registered on ProContract); (c) Search for tender opportunity 274_26 (via "View Opportunities" from the EastMidsTenders Portal); (d) Express an interest; (e) Download the tender documents (from the ProContract Activity summary screen). Any questions or clarifications relating to this tender opportunity should be submitted to ESPO as a message on the eProcurement Portal, once an Expression of interest has been completed.
Lot Information
Mowers and Associated Equipment
Lot 1 covers the supply of mowers and associated equipment, including spare parts and maintenance services.
Options: ESPO reserves the right to add or remove units to be provided throughout the life of the framework which are in line with the framework scope.
Renewal: The framework agreement has the option to extend for up to a further 24 months (under normal circumstances this will either be completed in full or in 12-month periods and is subject to the performance of the framework). The total estimated framework value captured in this notice includes the option to extend the framework as noted above. Note: The overall framework value has been automatically assigned to each lot in this notice as ESPO offers no guarantees or estimates of value that may pass through each individual lot (but the overall usage across all lots is not expected to exceed this overall framework value).
Hedge Cutters, Chainsaws, Blowers, Vacuums and StrimmersLot 2 covers the supply of Hedge Cutters, Chainsaws, Blowers, Vacuums and Strimmers, including spare parts and maintenance services.

Planning Information
The aims of the engagement are as follows: • To identify potential suppliers in the market; • To obtain feedback on ESPO's proposed procurement methodology; • To determine whether localised Social Value can and/or will be offered provided to framework users; • To determine whether the market is prepared for carbon reduction plans to be included as a condition of participation for the procurement; • To understand the market's capacity to meet the framework requirements; • To determine whether there have been any changes or developments in the market since ESPO last went out to tender; • To identify any potential risks in the market. Engagement is being undertaken via a Request for Information (RFI) questionnaire hosted on the EastMidsTenders eProcurement Portal (www.eastmidstenders.org). The deadline for responding to the RFI is 17:00 (5pm) on 14 April 2026. Suppliers wishing to participate in the RFI MUST first express an interest as follows: (a) Go to https://www.eastmidstenders.org/; (b) Register (if not already registered on ProContract); (c) Search for opportunity '274_26' (via "View Opportunities" from the EastMidsTenders Portal); d) Express an interest. "description": "It should be noted that the Framework could be used in a number of ways where grounds maintenance machinery products are required. Customers wishing to buy Goods via the Framework will do so in the following way(s) in accordance with section 45 of the Procurement Act 2023 (and any subsequent amendment or re-enactment thereof): Call-off without competition 'Calling-off' Goods from a Supplier identified who is: a) included in the Framework; b) suitable for meeting the Customer's specific needs; c) delivers to the geographical region/sub-region of the Customer, and; d) identified as offering the most advantageous solution to the Customer's requirements, based on the Framework pricing and the additional benefits offered by each Supplier. Call-off with competition (Further Competitive Selection Process) 'Calling-off' by conducting a further competitive selection process amongst those Suppliers identified in the Framework as being able to provide the required Goods. Customers will assess the suppliers as set out in the terms and conditions of the Framework. Please note that once this Framework is established, the right is reserved by the Customer when running a further competitive selection process, to invite the Suppliers to participate in an eAuction.
