Wipes for Surface Cleaning & Disinfection 2026

Notice Description

Supply Chain Coordination Limited ("NHS Supply Chain") seeks to establish a Framework Agreement for Wipes and accessories for the purpose of surface cleaning and disinfection. Products include but are not limited to Indicator Products, Combined Detergent & Disinfection, Detergent, Disinfection, Sporicidal and Sterile Alcohol wipes. Precise quantities are unknown. Criteria applicable across all product lines: Medical Devices Directive 93/42/EEC (as amended) All products must have their CE marking evident on the product and/or packaging. Or Medical Devices Regulation 2017/745 (as amended) All products must have their CE marking evident on the product and/or packaging. CLP Regulation (EC) 1272/2008 REACH Regulation (EC) No 1907/2006 EU Biocides Regulation 528/2012 (EU BPR) It is anticipated that initial expenditure will be in the region of PS31,000,000 (Cost Inc. VAT) in the first year of this Framework Agreement, however this is approximate only and the values may vary depending on the requirements of those bodies purchasing under the Framework Agreement. The estimated value over the total Framework Agreement term (3+1-year term) is anticipated to be approximately PS150,000,000 (Cost Inc. VAT). The Framework Agreement between Supply Chain Coordination Limited ("NHS Supply Chain") and successful suppliers will reserve the right to purchase the same or similar supplies from suppliers not appointed to the Framework Agreement at its sole discretion. NHS Supply Chain intends to enter into arrangements under which it will be entitled to purchase supplies and/or services which it will make available for purchase by 1) any NHS Trust; 2) any other NHS entity; 3) any government department, agency or other statutory body and/or 4) any private sector entity active in the UK healthcare sector. Only NHS Supply Chain can order from the Framework Agreement and enter into contracts under it.

Indicator Products

This Lot is for adhesive notes or tape used to indicate that a device has been disinfected. For avoidance of doubt this Lot does not include chemical indicators.

Renewal: There will be an option to extend the Framework for a further year.

Combined 2 in 1 Wipes

This Lot is for wipes that are impregnated with a detergent and disinfectant liquid for the cleaning and disinfection of surfaces and/or non-invasive medical devices.

Renewal: There will be an option to extend the Framework for a further year.

Detergent Wipes

This Lot is for detergent wipes that are impregnated with a detergent solution, used for cleaning and damp dusting without additional antimicrobial agents.

Renewal: There will be an option to extend the Framework for a further year.

Sporicidal Wipes

This Lot is for wipes that are impregnated with active ingredients that have sporicidal properties, for example, Alkylating agents; Peroxygens (e.g. hydrogen peroxide, peracetic acid); Halogen-releasing agents (Chlorine-based, or iodine-based agents).

Renewal: There will be an option to extend the Framework for a further year.

Disinfection Wipes

This Lot is for disposable wipes that are impregnated with a solution that contains disinfectant liquid and/or alcohol but can also contain other active ingredients such as chlorhexidine or quaternary ammonium. These wipes are generally used when a pre-clean has been performed on the surface, but this is not always the case.

Renewal: There will be an option to extend the Framework for a further year.

Sterile Cleanroom Wipes

This Lot is for pre-moistened sterile surface wipes for clean rooms and is impregnated with either/or as examples; isopropyl alcohol (IPA), Alkylating agents; Peroxygens (e.g. hydrogen peroxide, peracetic acid); Halogen-releasing agents (Chlorine-based, or iodine-based agents); Or a mixture of the above. These wipes are designed to effectively remove contaminants without leaving behind any residue, ensuring a clean and controlled workspace and everything within it.

Renewal: There will be an option to extend the Framework for a further year.

Planning Information

Between October 2024 and March 2025, we held nine pre-market engagement meetings with both existing and new suppliers. These meetings covered topics such as product range (current and new), any planned rationalisation, changes to products and packaging, the National Pricing Matrix (NPM), customer feedback, regulations, and potential supply issues. Twenty-one suppliers responded to the Prior Information Notice (PIN) was published under the Procurement Contract Regulations (PCR2015) (link), providing information related to the Request for Information (RFI) Questionnaire. Interested parties were issued the draft specification and/or product list. The first round of clarifications was completed via Jaggaer on 19th May 2025, with feedback received from nine interested parties. The second round of clarifications was completed via email by 2nd June 2025, with feedback received from eleven interested parties. Pre-market engagement for this procurement has now closed.
