Summary of the contracting process

The Foreign, Commonwealth and Development Office is procuring end-to-end event production services for major, high-profile UK Government events held on non-FCDO estates. The requirement covers event strategy, development, production, audio-visual equipment and materials, management, delivery and evaluation. Services may be delivered in any event format and are intended to support FCDO and wider UK Government requirements. This award concerns the major-events lot, rather than the separate requirements for mid-size and small-scale events on FCDO estates. Delivery is across the United Kingdom. The buyer is the Foreign, Commonwealth and Development Office, a central government department. The work is therefore suited to event agencies able to manage complex, visible public-sector events from initial planning through to evaluation and close-out.

The procurement has been awarded to Identity Events Management Limited for the major UK-based events lot. The award date was 5 August 2026, at a value of £136 million excluding VAT (£163.2 million including VAT). The awarded contract period runs from 1 September 2026 to 31 August 2030. The process used a selective competitive flexible procedure under the Procurement Act 2023, with an Invitation to Participate followed by an Invitation to Tender; the highest-scoring suppliers were to receive places on a multi-supplier framework of up to six participants. Framework call-offs may be awarded through requests for quotations or, where permitted, direct award. Lot 1 was evaluated on technical quality at 60%, price at 35% and social value at 5%. The lot was suitable for SMEs and VCSEs. One valid bid was recorded for this lot.

This award indicates demand for a substantial, repeatable programme of major UK Government events, with requirements extending beyond individual event production to full lifecycle management. A credible future competitor would need to demonstrate end-to-end capability covering strategy, creative or event development, production, logistics, on-site management, delivery and post-event evaluation. It would also need dependable audio-visual production capability and the capacity to deliver high-profile events across the United Kingdom, including on non-government estates. The evaluation places greatest emphasis on technical quality, so strong evidence of comparable complex events, robust delivery methods, experienced personnel, risk control and quality assurance would be important. Social value performance and competitive, clearly structured pricing would also affect competitiveness. Suppliers should be able to operate within a multi-supplier framework and support both competitive call-offs and permitted direct awards.
