Summary of the contracting process

The Met Office has established Delivery Partnership Framework 2 for IT services covering consulting, software development, internet and support across the UK. It supports the development of future technology solutions for Met Office products and services through their full product lifecycle. Six areas are included: Data Platform, including Snowflake and its wider ecosystem; a Data Platform SME route; Customer Enablement Platform, focused on ServiceNow and its wider ecosystem; a Customer Enablement Platform SME route; Secure Services for defence-related requirements; and Applications covering development, support and full lifecycle provision across existing customer systems. Applications are delivered through Bronze, Silver and Gold service levels. The framework is intended to provide an agile and flexible route for future technology delivery and innovation.

The procurement has been awarded following an open procedure. Awards were made on 30 July 2026, with contracts planned from 14 September 2026 to 13 September 2030. Lot 1 Data Platform was awarded to CACI, Made Tech and Softwire for £9m excluding VAT. Lot 1A Data Platform SME was awarded to Aker Systems and VE3 Global for £6m. Lot 2 Customer Enablement Platform was awarded to Apex Systems Global, CGI and Claranet for £14m. Lot 2A was awarded to Box3, Flyform, Neyo and VE3 Global for £9m. Lot 3 Secure Services was awarded to BAE Systems Applied Intelligence, CACI and Made Tech for £12m. Lot 4 Applications was awarded to CACI, European Dynamics UK, Made Tech, UBDS and VE3 Global for £47m. Suppliers could bid for and win up to three lots. Evaluation weighted implementation, support, innovation, security and social value, with economic and technical selection criteria.

This award demonstrates sustained Met Office demand for suppliers able to deliver complex technology services across data platforms, customer platforms, secure environments and business applications. Credible competitors would need strong implementation and operational support capability, backed by evidence of innovation, security performance and measurable social value. Relevant experience includes Snowflake and associated data ecosystems, ServiceNow and associated customer-enablement technologies, application development and support across varied technologies, and full-lifecycle service management. Suppliers targeting Secure Services would need the higher security clearances required for defence-related work, potentially including requirements above OFFICIAL-SENSITIVE classification. The SME routes show a place for smaller specialist providers, while the wider lots favour organisations with the capacity to support multiple products, services and service levels across the UK.

Notice Description

Delivery Partnership Framework (DPF 2) is a four (4) year closed framework agreement valued at PS75-100M (excluding VAT). DPF2 will be a mechanism to facilitate agility and innovation in the Met Office through a compliant and flexible commercial construct. DPF 2 is intended to support the development of future technology solutions to deliver Met Office products and services through the full product lifecycle. There are 6 Lots. Lot 1 and 1A. Data Platform We are looking to onboard Suppliers that can support our ambition with our strategic Products and Services Data Platform (Snowflake) and its extended ecosystem. Lot 2 and 2A. Customer Enablement Platform We are looking to onboard Suppliers that will support our exploitation of our existing ServiceNow platform and its extended ecosystem. Lot 3. Secure Services This Lot will require an additional higher-security-clearance to cover specific requirements in relation to Defence. This Lot has the potential to award work at above OFFICIAL-SENSITIVE classifications. Lot 4. Applications. This Lot will provide access to Suppliers that support a wide range of applications within Products and Services that support all existing customers. These cover a wide variety of development technologies and systems (encompassing development, support and full lifecycle provision) that are delivered through Bronze, Silver and Gold Service Levels.

Planning Information

The Met Office wishes to speak to the market to gain their insights and experience in this field which may be fed into the development and make-up of Delivery Partnership Framework Two.     Met Office intends to hold a Supplier Market Engagement event on 23 June 2025, this will be a virtual event. In advance of this event, we will be issuing a DPF2 PME document and a Request for information (RFI) document via the Met Office ProContract portal: https://procontract.due-north.com/Register. The RFI will contain a number of questions we would like responses to, the RFI return date will be the 30 June 2025. The documents will be published and available via the Met Office ProContract portal and potential suppliers will have the option to ask clarification questions during this Preliminary Market Engagement period.
