GLA82935 Euro 2028 Fan Festival
Notice Description
On behalf of the Greater London Authority (GLA), Transport for London (TfL) are seeking to procure a single supplier for the design, implementation and management of flagship fan festival sites in London for the duration of the UEFA European Football Championship 2028 which takes place from 9 June 2028 to 9 July 2028. The contract is expected to be for circa twenty-five (25) months to ensure the successful planning and delivery of this marque event in the Capital. The contract delivery will be managed by the GLA who are working in conjunction with Department of Culture, Media and Sport and UEFA. UK Sport says: "Preparations gather apace as UEFA and UK & Ireland 2028 will deliver the largest sporting event ever jointly staged by the co-host nations with more than three million match tickets available for fans - greater than any previous EURO. The Tournament will excite fans worldwide and create long-lasting benefits for communities through an amazing celebration of top-class international football." This UK4 Tender Notice is being issued to inform the market of the issuing of the Euro 2028 Fan Festivals Procurement Specific Questionnaire (PSQ) and the draft Invitation to Tender (ITT) documents. Please note, the ITT documents have been issued at this stage as Information Only. TfL/GLA reserves the right to make non-material adjustments to the documents prior to publishing to shortlisted bidders. TfL reserves the right to amend our procurement approach. Supplier Registrations TfL SAP Business Network It is the sole responsibility of suppliers to contact the TfL Supplier Enablement Team, to check that they are registered on the TfL SAP Supplier Business Network e-procurement system. Find a Tender Service (FTS)/Central Digital Platform (CDP) Additionally, your organisation must have a Public Procurement Organisation Number (PPON). A PPON is a Unique Identifier (UI) assigned to organisations that participate in public procurement, generated when an organisation registers on the Find a Tender Service (FTS). It is used to manage and publish notices related to public procurement and connects information about the organisation digitally. Your PPON is a combination of 12 letters and numbers, separated by hyphens. For example, EFGH-1234-IJKL. Find a Tender is now the Central Digital Platform. Registration is mandatory to participate in public sector procurements under the Procurement Act 2023. Planning Information
TfL invites suppliers to participate in this Preliminary Market Engagement exercise by attending a Suppliers' Briefing meeting on 16/04/2026, via Microsoft (MS) Teams. All feedback received will be treated confidentially and will help to shape the upcoming procurement opportunity. The engagement process consists of the following key steps: Expression of Interest in the procurement/Suppliers' Briefing meeting: Suppliers who wish to participate should express their interest by emailing ColinSeymour@tfl.gov.uk and quoting "Euro 2028 Fan Festivals-Registering Interest", before the deadline of 17:00 noon on 15/04/2026. TfL reserves the right to hold 1-2-1s with suppliers following the Suppliers' Briefing meeting. We encourage all interested suppliers, regardless of size, to take part in this early market engagement process, please note, this is not a call for competition.
