Summary of the contracting process

The London Borough of Hillingdon procured servicing, maintenance and repair services for commercial heating systems across its housing and corporate sites in Hillingdon. The requirement covers approximately 78 communal plant rooms and the council’s communal gas-fired appliances, central heating and hot-water installations and Heat Interface Units. The appointed provider is responsible for keeping these systems legally compliant, serviceable and aligned with Gas Safety, installation and other relevant legislation. The work is a public-sector building-services and commercial heating maintenance requirement, including remedial works. The contract covers activity in the London Borough of Hillingdon and is managed by the council as the buyer. It is a single requirement rather than a multi-lot opportunity, and is suitable for small and medium-sized enterprises.

The procurement has been awarded and the contract is active. Hillingdon used an above-threshold open procedure. BSW Heating Ltd was awarded the contract on 23 April 2026 for £3,400,000 excluding VAT (£4,080,000 including VAT). The contract was signed on 10 June 2026 and runs from 1 July 2026 to 30 June 2029, with extensions potentially taking it to 30 June 2033, subject to agreement and satisfactory performance. Price and quality each carried 50% of the evaluation weighting. Participation required economic and technical selection criteria set out in the tender pack. Nineteen bids reached the final stage, including 13 from SMEs. Additional capital works, such as plant-room refurbishment or commercial boiler installation, may be requested, with each occasion capped at £100,000 and no guaranteed volume.

This award demonstrates sustained demand from Hillingdon for a single experienced contractor able to manage a substantial portfolio of communal plant rooms and commercial gas assets. A credible competitor would need proven capability in servicing, maintaining, repairing and carrying out remedial works on communal gas-fired appliances, central heating, hot-water systems and Heat Interface Units. It would also need the technical and economic capacity to maintain legal compliance and service continuity across housing and corporate properties. The evaluation shows that both price and quality matter equally, so operational delivery, robust service methods and competitive schedule-of-rates pricing would be important. Performance would be judged through service compliance, keeping communal systems from being out of action for extended periods and achieving first-time fixes. The opportunity attracted strong SME participation, indicating that suitably capable smaller providers can compete.
