Summary of the contracting process

Norfolk County Council has awarded multiple framework agreements for the provision of interpreting, translation, and related language and communication support services. This multi-provider framework serves the East of England and surrounding regions, addressing the needs of the INTRAN Partnership—a public-facing multi-agency partnership aiming to ensure equitable access to services and information for those who are deaf, or speakers of other languages, with limited English proficiency. The procurement process, managed via a selective, competitive flexible procedure, reached the award stage on 14th May 2026. This framework agreement, with a value of approximately £12 million gross, is scheduled to commence on 1st July 2026 and run until 30th June 2030. Key delivery areas include face-to-face, remote, and video relay interpreting services, with a focus on leveraging local interpreters and employing high-quality technology platforms.

This tender opens substantial opportunities for businesses particularly in the translation and interpreting services sector, suitable for SMEs and larger organisations specialising in language solutions. The framework includes lots which cater to diverse language needs, such as British Sign Language and non-English languages, fostering participation from a wide range of suppliers. This diversification allows suppliers to potentially gain market access across various public sectors including local government bodies, NHS, educational institutions, and housing associations. The structured procurement and competitive selection process through INTRAN provides a continuous demand for quality and cost-effective language service solutions, thus presenting a robust platform for business growth and service expansion within the public sector domain.
