Summary of the contracting process

Great Places Housing Group Limited is procuring goods for property repairs, grounds maintenance and construction through an open framework. The 11 lots cover electrical supplies; paint and decorating materials; roofing materials; general builders’ merchants’ goods; plumbing supplies; hardware and ironmongery; cleaning and janitorial products; timber; windows and doors; tiling supplies; and building plastics. Goods will support the Group’s distribution centre at Trafford Park, Manchester, with deliveries to the wider Great Places estate and, for some lots, collection from suppliers’ trade counters. The stated office locations requiring local trade-counter coverage are Blackpool, Blackburn, Oldham, Manchester, Cheadle and Sheffield. The framework may also support new-build domestic housing and materials may be delivered direct to sites or collected by operatives from suppliers’ premises.

The process has reached tender: Great Places invited offers through an open procedure, with electronic submission permitted in English. Enquiries were due by 29 August 2026 at 23:59, and tenders by 2 October 2026 at 12:00 noon. The contract period is 16 November 2026 to 15 November 2034, with awards due by 30 October 2026. The total estimated value is £32,000,000 excluding VAT (£38,400,000 including VAT). Lot values range from £220,000 to £10,125,000 including VAT. The framework can appoint up to 39 suppliers, with maximum numbers varying by lot, and call-offs may be made with or without further competition. Evaluation is 80% price and 20% quality for every lot.

This opportunity suits specialist merchants, manufacturers and distributors able to supply one or more construction-maintenance categories, and is expressly suitable for SMEs. Suppliers need financial capacity with annual turnover at least twice the annual lot value, plus willingness to hold £5 million employers’ liability, £5 million public liability and £5 million product liability insurance. Delivery capability is central: most lots require delivery to the Trafford Park distribution centre within two or three working days, while windows and doors must reach the Great Places estate within 10 working days. Electrical, general builders’ merchant and plumbing suppliers also need weekday trade counters, open 8:00 to 16:00, with one within 30 minutes’ travel of each named office. Lot 4 and Lot 8 suppliers must deliver across the estate where required.

Great Places Housing Group (GPHG) operates a warehouse Distribution Centre in Trafford Park, Manchester, through which it provides building repairs and other materials to repairs and grounds maintenance operatives and other staff as required. These materials may be distributed out of the warehouse, delivered direct to site, or picked up by operatives from suppliers' premises as appropriate. GPHG is establishing an open framework for the provision of these goods, made up of 11 Lots defined by the category of goods required. GPHG expects that Lots will likely be re-opened at different frequencies (for instance, high volume & high cost lots may be re-opened annually, whilst other may be re-opened bi- or tri- annually).

Options: Great Places may exercise the following options during the procurement phase: a. Great Places may alter or amend the tender notice to ensure it remains accurate and compliant with the Procurement Act 2023. b. Great Places may abandon this procurement process at any time. It shall have no liability whatsoever to any Potential Suppliers, should it elect to abandon this procurement exercise. c. Great Places may amend the Terms & Conditions for call-off orders. d. Great Places may alter the procurement timetable at its discretion. e. Great Places may cancel, vary or withdraw a Lot at any stage, where there is not a minimum of two compliant Potential Suppliers. f. To clarify any part of a submission received at any stage. g. To obtain technical details, and/or product samples for specific products proposed by a supplier Great Places may exercise the following options when re-opening competition: a. Great Places may revise & update the items to be priced for each Lot whenever the Framework is re-opened, implying that existing suppliers may be required to submit new tender pricings at each iteration of any Framework Lot b. Framework Lots may be re-opened as and when required by Great Places, and the re-opening of any Lot will not imply the re-opening of any other c. Call-off contracts may be awarded with or without further competition d. To obtain technical details, and/or product samples for specific products proposed by a supplier Great Places may exercise the following options during the Contract Period: a. Successful suppliers may supply goods across Lots to manage capacity and on-time delivery b. The Contract Area or Contract Period may be extended to require Suppliers to deliver additional services/works or locations that are in keeping with the nature of the contract for presently unknown variables, such as: * to support other departments within Great Places * to help to meet carbon net zero objectives * supporting any incoming or new regulatory and legislative changes * in cases of urgency * in cases of an alternative contract failure or termination * in cases of Great Places staff absence or illness c. in the event Great Places acquires additional stock, e.g. through merger, contract or other acquisition, then Great Places reserves the right to extend the contract by a further period of 1 year and up to 50% value d. All bids are to remain valid for acceptance for a period of 3 months e. Great Places may amend the Terms & Conditions for call-off orders. f. Planning Information

Great Places Housing Group (GPHG) operates a warehouse Distribution Centre in Trafford Park, Manchester, through which it provides building repairs and other materials to repairs and grounds maintenance operatives and other staff as required. These materials may be distributed out of the warehouse, delivered direct to site, or picked up by operatives from suppliers' premises as appropriate. In addition, GPHG may seek to procure bulk construction materials, for example bricks, block and joinery materials, for the new build construction of domestic dwellings. GPHG currently envisages establishing an open framework for the provision of these goods, made up of a number of Lots defined by the category of goods required, and possibly by geographical areas served for certain categories of materials. GPHG expects that Lots will likely be re-opened at different frequencies (for instance, high volume & high cost lots may be re-opened annually, whilst other may be re-opened bi- or tri- annually). This engagement seeks to: a) gauge the numbers of suppliers interested in supplying the various categories of goods across GPHG areas b) assist in determining the number of suppliers required or permitted on each specific lot c) determine what will be the most efficient and appropriate number of lots d) help determine the definitions and scope of the individual lots e) assist in understanding how closely goods required should be specified f) determine how various pricing mechanisms may be approached in a fair and open manner in tenders g) assess how delivery lead times, price review mechanisms and invoicing requirements might be specified in tender requirements Responses are sought electronically via reply to an MS Forms survey: https://forms.office.com/e/wWtcP9bJG2 The survey should take approximately 30 minutes to complete.
