Summary of the contracting process

Belfast City Council initiated the T2567b PEACEPLUS Multiculturalism to Interculturalism Language Cultural Access Project, aimed at delivering a cross-community language and cultural access initiative across Belfast. The project originally began as a collaborative effort focusing on cultural heritage and new languages within the community, with an intended contract period from 8th September 2025 to 31st December 2027, and a potential extension up to June 2028. Despite the comprehensive planning and tender stages, culminating in a scheduled procurement process starting with a tender notice in June 2025, the process was eventually marked as complete due to the cancellation of awards on 18th September 2025 after receiving no valid bids. The project fell under the "services" category with a focus on education, training, and cultural event organisation, under the light-touch regime with a gross budget of £324,066.

This procurement process presented substantial opportunities for businesses involved in cultural event management, education, and training services, especially those with a focus on language and cultural heritage projects. Businesses well-versed in delivering community-building programmes and those capable of supporting projects under the PEACEPLUS framework would find this tender particularly resonant. The project, although cancelled, highlighted the importance of intercultural projects and the need for effective supplier engagement. Thus, offering prime opportunities for businesses in this sector to align their strategies with future reboots of similar council-led initiatives, ensuring they are well-positioned to meet the requirements and quality criteria set out by the Council, which focused heavily on quality (65%), cost (20%), and social value (15%).
