Summary of the contracting process

Melton Borough Council procured building works for its housing stock in Melton Mowbray and the surrounding Melton area. The requirement covered three services: day-to-day repairs to existing homes, including work identified through housing health and safety surveys; void works to make empty homes suitable for immediate tenant occupation and compliant with the Melton Void Quality Standard; and complete replacement of kitchens and bathrooms in occupied homes. The procurement was for works including building installation, completion, repair and maintenance of housing. Welland Procurement managed the process for the council. The void works were intended for direct delivery by a main contractor and were not available for subcontracting. The requirement was divided into separate repair, void and kitchen and bathroom workstreams, with a combined delivery option considered during the process.

The procurement is complete and the three individual lots were awarded on 6 February 2026. Jeakins Weir Limited won Day-to-Day Repairs for £5,567,625 excluding VAT (£6,681,150 including VAT). Gratton Construction Limited won Void Works for £5,912,396 excluding VAT (£7,094,875.20 including VAT). Foster Property Maintenance Limited won Replacement Kitchens and Bathrooms for £9,730,458 excluding VAT (£11,676,549 including VAT). Each contract is scheduled to run from 5 September 2026 to 31 March 2031, with possible extension to 31 March 2033; extensions depend on supplier performance. The original combined-lot award to Foster Property Maintenance Limited, dated 21 November 2025, was cancelled and the requirement re-awarded as individual lots. The open procedure used quality, including social value, and price, weighted 50%, 10% and 40% respectively.

This procurement demonstrates sustained council demand for planned and responsive housing maintenance, empty-property refurbishment, and kitchen and bathroom replacement at substantial individual-lot scale. Relevant competitors would need demonstrable capability in repairing occupied social housing, diagnosing and completing varied building defects, turning around void properties to a defined quality standard, or delivering full kitchen and bathroom replacements. Strong quality proposals matter more than price alone, with social value also forming part of the assessment. The lots were suitable for small and medium-sized enterprises, and suppliers could pursue one or more workstreams, although the void requirement required direct delivery by a main contractor rather than subcontracting. Credible future suppliers should therefore be able to manage council housing programmes, coordinate operatives and materials, maintain service quality, and evidence effective social value delivery.

This tender sought suitably competent contractor(s) to undertake various works to Melton Borough Council's Housing Stock.? For ease of reference the works have been broken down into the following LOTs: Lot 1 - Day to Day Repairs Repairs works to existing housing stock which may also include works identified by Council led HHSRS surveys or surveys instructed by the Council but undertaken by others. Awarded contract value for Lot 1: PS5,567,625 Lot 2 - Void Works Works to make the home suitable for immediate re-occupation by a tenant at the instruction of the Council. Works undertaken will be required to meet the Melton Void Quality Standard. This Lot is not available for subcontracting; the Council wishes to work directly with a main contractor only.
