Network Rail Infrastructure Limited is procuring a permanent way minor works framework for railway track maintenance, renewal and improvement. The scope includes re-railing of jointed and continuously welded rail, rail stressing, component replacement, insulated block joints, re-sleepering, re-ballasting, switches and crossings renewals, track geometry repairs through lifting and packing, drainage refurbishment, way beams and cable troughing. The work is delivered under Network Rail’s PCL Licence and covers the East Coast, East Midlands and North & East routes. The procurement has reached tender: Network Rail invited offers through a two-stage selective competitive flexible procedure. Expressions of interest were due by 14 October 2026 at 3pm, and enquiries closed on 1 October 2026 at 3pm. Stage one used a 100% technical pre-selection questionnaire, with up to eight highest-scoring contractors progressing to stage two. The intended award decision date was 20 September 2027. The framework is valued at £48 million excluding VAT (£57.6 million including VAT), with anticipated spend of £6–7 million a year across four framework holders; historical orders average below £25,000. The contract runs from 1 November 2027 to 31 October 2030, with three optional one-year renewals to 31 October 2033. Stage two evaluates technical quality and commercial offer equally, at 50% each. Framework call-offs may be awarded directly up to £250,000 or competed above that threshold.

This suits railway infrastructure contractors with practical permanent way capability, including teams experienced in rail replacement and stressing, sleeper and ballast works, switches and crossings, track geometry correction, drainage, insulated joints, way beams and cable troughing. Suppliers need the capacity to undertake repeated maintenance and renewal orders across Network Rail’s East Coast, East Midlands and North & East routes, including historically small-value jobs as well as larger requirements competed through the framework. The framework is intended to appoint four contractors and is expressly suitable for small and medium-sized enterprises and voluntary, community or social enterprises. Strong technical evidence is central to progression, while successful framework suppliers will also need to compete on commercial value for larger call-offs.
