Summary of the contracting process

The UK Health Security Agency, acting for the Secretary of State for Health and Social Care, procured PADC plastic (poly-allyl diglycol carbonate, also known as CR-39) for its Personal Dosimetry Service based at Chilton. The requirement covers two linked goods activities: manufacture and supply of the plastic sheets, and the subsequent cutting and encoding of those sheets to exact technical requirements. The plastic supports radiation dosimetry badges used to measure exposure among workers handling ionising radiation in sectors including healthcare and nuclear operations. The buyer expected the supply, cutting and encoding of at least 40 plastic sheets each month. The work is delivered for the UKHSA service at Chilton, with the two lots intended to operate in sequence.

This procurement is complete and has been awarded through an open procedure. Bids were limited to one lot per supplier. Lot 1, manufacture and supply, was awarded to MI-NET TECHNOLOGY LIMITED on 7 August 2026 for £201,528 excluding VAT (£241,833.60 including VAT). Lot 2, cutting and encoding, was awarded to MICROMETRIC LIMITED on 30 July 2026 for £191,644.80 excluding VAT (£229,973.76 including VAT). Both contracts run from 20 August 2026 to 19 August 2029, with options for two further one-year extensions, to maximum dates of 19 August 2031. The tender deadline was 16 June 2026, enquiries closed on 5 June, and award decisions were due by 9 July. Evaluation weighted quality at 60%, social value at 10% and pricing at 30%.

This requirement is relevant to manufacturers of PADC or CR-39 plastic sheets, and to specialist processors able to cut and encode dosimetry materials accurately against detailed technical specifications. The supply lot requires dependable production and regular delivery of the required monthly sheet quantity; the processing lot requires the capability to receive those sheets from the manufacturing supplier and produce encoded badges to precise dimensions and specifications. The two awarded suppliers were large businesses, and each lot attracted one final-stage bid from an SME, indicating that focused specialist capacity can be relevant. A credible future competitor would need robust quality assurance, reliable production or processing capacity, controlled handover arrangements between the two activities, and evidence of social value alongside competitive pricing. The buyer’s requirement demonstrates continuing demand for this specialised radiation-monitoring supply chain.

Planning Information

UKHSA is seeking to appoint a provider for the provision of supply, cutting and encoding of PADC plastic. The plastic is required for the Personal Dosimetry Service based at Chilton. UK Health Security Agency (UKHSA) provides personal dosimetry services (PDS) which measure the amount of radiation exposure received by workers. The service is provided to users of ionising radiation in a variety of sectors, e.g. medical and nuclear, which measures workers’ radiation doses by means of dosemeters or “badges”.
