Summary of the contracting process

Carmarthenshire County Council intends to commission a single lead exhibition design and build supplier for the Museum of Land Speed in Pendine. The project will create a permanent 54m² “Pendine Through Time” gallery, improve the reception welcome with digital access to community collections, renew land-speed interactives and make them more accessible, and improve the museum’s external visibility, signage and visitor orientation. The scope covers interpretation, translation, exhibition and graphic design, project management, interactive and audio-visual design and production, digital collections terminals, showcases, gallery furniture, wayfinding and installation. The work is a cultural and specialist design consultancy service, delivered at the museum in Pendine, Carmarthenshire, to support tourism, accessibility, placemaking and storytelling.

This procurement is at the planning stage: the Council has announced its intention to buy, but this is not an invitation to tender. It expects to use a below-threshold open competition, with one lot and one supplier responsible for managing specialist subcontractors. The planned contract period is 31 October 2026 to 31 January 2028. The maximum project budget is £350,000, allocated across two financial years: £100,000 in 2026/27 and £250,000 in 2027/28; the stated gross value is £420,000. Quality will carry 70% of the evaluation and cost 30%. Electronic submission will be allowed. A future procurement notice is indicated for 10 August 2026. Earlier market engagement sought feedback on design, interactive elements, accessibility and storytelling, including how to refine the scope and timescale.

The work is suited to an experienced exhibition lead or design-and-build practice able to take overall responsibility and coordinate specialist subcontractors. Relevant capability includes accessible exhibition design, interpretive and graphic design, museum-grade fabrication, joinery, installation, interactive design and production, audio-visual content and hardware, software integration, digital collections access, showcases, furniture and external wayfinding. Suppliers should be prepared to manage interpretation, translation, project planning, Council liaison and health and safety alongside physical delivery. The Council is particularly interested in practical accessibility solutions for new and existing interactives, accessible information formats, audio-described guidance and inclusive visitor experiences. SMEs are identified as suitable. Businesses with complementary in-house teams or established specialist partners should prepare evidence of comparable museum, cultural, interactive and accessibility projects.

Notice Description

Carmarthenshire County Council intends to appoint suitably experienced exhibition lead design consultant(s) for the "Pendine Through Time" permanent exhibition for the Museum of Land Speed. The Museum of Land Speed opened in May 2023 in a new premises, replacing an earlier museum, operating from 1996 to 2018. The museum is a key feature of the Pendine Attractor, a development to support year-round tourism in a rural coastal economy. Post-opening, steps have been taken to identify what works well and areas for improvement. Public engagement, customer feedback, and audits have identified four clear steps that will transform the visitor experience in accessibility, placemaking, and storytelling. The four interdependent project activities are: 1. Creating a permanent 'Pendine Through Time' exhibition in a 54m2 gallery adjoining the Land Speed permanent gallery, which is to be designed with and for target audiences 2. Enhancing the visitor welcome in the museum reception to insert a terminal for visitors to explore digitised material collected from the community 3. Renewing aspects of the land speed exhibition interactive offer to complement the new display and to increase accessibility and improve user experience 4. Enhance the museum's visibility in its surroundings and create an exciting presence in Pendine that engages visitors and reflects the museum's brand and theme. We are seeking a supplier who will manage specialist subcontractors as follows: CONTENT DEVELOPMENT, EXHIBITION DESIGN AND PROJECT MANAGEMENT: This includes "Pendine Through Time" interpretation, translation and design; design of new insertions into Land Speed exhibition and interactive design; design associated with the digitised collections access point terminal addition to the museum reception; and project management, including coordination of subcontractors, liaison with Council services, and health & safety. Indicative value PS51,370. INTERACTIVE DESIGN & PRODUCTION: this includes "Pendine Through Time" joinery and install; adaptation of 4 no. interactives to improve accessibility; design and build 3 no. new interactives (aerodynamic cycling, build and engine, right tool for the job). Indicative value PS109,000 AUDIO VISUAL DESIGN & PRODUCTION: content development and delivery method for an audio described museum guide; digital integration for new interactives; and software, hardware and installation of 2 no. digital collections access terminals. Indicative value PS40,130 GRAPHIC DESIGN & PRODUCTION: All "Pendine Through Time" exhibition graphic design, production & install; additions (new panels and accessible visitor information formats) to Land Speed exhibition interpretation; graphics for new collections access terminal in museum reception; family friendly museum mascot & illustrations. Indicative value PS44,000 WAYFINDING: design, manufacture, planning consents, and installation of external welcome and wayfinding signage; "Instagrammable" feature. Indicative value PS63,500. SHOWCASES & ON-GALLERY FURNITURE: indicative value PS42,000 The maximum project budget of PS350,000 is allocated across two financial years, allocated as PS100,000 in 2026/27, and PS250,000 in 2027/8. Planning Information

The purpose of this early market engagement exercise is to ensure a realistic value and timescale for the award to support the case for grant funding, and to improve the technical aspects of the brief. The key areas we are keen to seek feedback on are approaches to design and interactive elements, accessibility features and storytelling. The brief includes three components: 1) design and build of a new 54m² exhibition about Pendine to complement the existing land speed exhibition, 2) design and build/commission one new interactive and adapt existing interactives for accessibility on the theme of land speed, and 3) improve the visitor orientation and welcome experience on arrival. For the first component, we are seeking feedback on options for increasing access to collections and material held in store that span a variety of themes on Pendine. For the second component, we are seeking feedback on pragmatic accessibility options to new and existing interactives; these include a wind-assisted bicycle interactive and making accessibility adaptations, such as the addition of a video cave floor vibration pad for wheelchair users, provision of hand-held accessible information sheets, and options for visitors to control noisy AV displays. The project encompasses a range of specialist skills, and we would like to engage with suppliers across all aspects of accessible exhibition design, interpretive graphic design, and museum-grade fabrication.
