Summary of the contracting process

Norfolk County Council procured air-conditioning servicing and maintenance across its property portfolio. The requirement covers planned preventative maintenance, inspections and servicing for split systems, multi-split systems, VRF and VRV systems, and packaged or ducted air-conditioning units. It is a services contract covering repair and maintenance, including air-quality management. The work relates to the council’s property assets across Norfolk. The buyer is Norfolk County Council, with Turner & Townsend Cost Management Limited supporting the procurement and evaluating submitted pricing. Suppliers need to be able to manage a varied estate of air-conditioning assets and provide planned, inspection and servicing activities across multiple council properties rather than a single site or equipment type.

The procurement is complete and the contract was awarded to ANACO AIR CONDITIONING LIMITED on 2 July 2026, with the contract signed on 20 July 2026. The contract runs from 1 August 2026 to 31 July 2029, with two possible 12-month extensions at Norfolk County Council’s discretion, giving a maximum end date of 31 July 2031. The awarded contract value is £1,019,535 excluding VAT and £1,223,442 including VAT. There was one lot, assessed through an open competitive flexible procedure. Evaluation was based equally on quality and price: each carried 50% of the score, with bidders needing to pass the quality threshold before price was added. Nine bids were received, with six reaching the final stage.

This award indicates established demand from Norfolk County Council for a specialist air-conditioning maintenance provider able to cover a broad and changing property portfolio. A credible competitor would need practical capability across split, multi-split, VRF or VRV, packaged and ducted systems, together with planned preventative maintenance, inspections, servicing and repair delivery. The requirement suits an SME-sized specialist: the procurement identified the opportunity as suitable for small and medium-sized enterprises, and the successful supplier is an SME. Strong future positioning would require demonstrable technical competence, reliable multi-site scheduling, asset surveying and record management, and the capacity to respond when council properties are acquired, disposed of or when incomplete asset information requires updates to maintenance and pricing arrangements.
