Summary of the contracting process

The Water Efficiency Campaign (WEC) led by Affinity Water Limited, along with other English and Welsh water companies, aims to develop a transformative approach to water conservation. The campaign is supported by Ofwat, the Water Services Regulation Authority, which facilitated a competitive procurement process for appointing the strategic delivery partner, 23red Limited. The procurement process, concluded on 17 March 2026, follows the Selective procedure under the Competitive flexible framework. The campaign spans regions throughout England and Wales, encompassing locations such as UKC, UKD, UKE, UKG, UKH, UKI, UKJ, UKK, and UKL—uniting entities from the private utility sector under the auspices of Welsh devolved regulations where applicable. Following initial planning in June 2025, the tender period ran through July 2025, with award decisions made by December 2025, culminating in contract agreement from February 2026 through March 2030.

This tender presents substantial opportunities for business growth, especially for organisations adept in delivering national-scale advertising and marketing services, focusing on behaviour change strategies. The contract involves a nationwide behavioural campaign to bolster water-saving practices, offering industrial players a chance to enhance their service capabilities beyond traditional mandates. Entities with experience and technical prowess in creating behavioural change campaigns, equipped to form strategic delivery consortia encompassing diverse marketing skills, are ideal candidates to leverage this procurement. Small and medium enterprises capable of integrating creative marketing with substantial sector-specific knowledge and stakeholder engagement stand poised to benefit by aligning with transformative public sector initiatives, driving significant strides in utility management and conservation focused operations.
