Summary of the contracting process

The procurement process for the "Pitched Roof Replacement Framework" by Fife Council has reached the award stage as of February 2026. This contract, under the CPV classification for roof works and other special trade construction works, aims to establish a framework for the replacement of pitched roofs. With a substantial estimated spend of GBP 5 million per year, this project covers both domestic and non-domestic locations and will operate through a selective procurement method with a restricted procedure. Notable opportunities for suppliers include participation in a mini-competition for commercial roof renewals. Fife Council, the buying organisation, serves as a regional authority based in Glenrothes, UKM72, with contact available through Billie Mitchell at their office. The procurement process was initially planned in June 2025, moving through tender stages and now culminating in an active contract award with a total value of GBP 8 million.

This tender presents significant opportunities for business growth, particularly for companies specialising in construction works related to roofs, including maintenance, repair, and installation. SMEs have a promising chance to compete, with suppliers like Kingdom Maintenance Fife Ltd, N.FraserRoofing limited, and G.M.G. (Contractors) Ltd involved in the awards process. The contract's framework is structured to accommodate a ranking system, giving preference to suppliers with high-quality scores, which incentivises businesses to deliver exceptional service and quality. The inclusion of electronic ordering, invoicing, and payment systems further streamlines operations for efficient business engagement. Additionally, the optional two-year extension offers long-term business potential, highlighting the importance of reliability and compliance to maintain continuity in the work managed under this framework.
