Summary of the contracting process

The National Oceanography Centre (NOC), based in Southampton, is in the planning stage of a procurement process to acquire an Integrated Health, Safety, and Risk Management System. The procurement focuses on the "Provision of an Integrated Safety and Risk Management System (Organisation and Marine)" and falls under the industry categories of software packages, hazard protection, and control consultancy services. This process aims to enhance compliance with both the International Safety Management (ISM) Code for marine operations and the ISO 45001 standard for shore-based occupational health and safety management. The current stage involves a pre-market engagement exercise with a deadline of 25th July 2025 for capability assessment participation. The contract seeks to cover NOC operations across Southampton, Liverpool, and its research vessels, commencing from 1st December 2025 and potentially extending until December 2029.

This tender presents significant opportunities for businesses specialising in software development, particularly those with expertise in compliance software and information systems. Companies possessing skills in hazard protection consultancy could offer valuable services given the project’s focus on health and safety compliance. The procurement is specifically seeking participation from SMEs, making it well-suited for smaller enterprises aiming to expand their portfolio within the public sector. Engaging in this process could provide businesses with a platform to influence the NOC’s safety and risk management strategies across both land-based operations and ocean-going research activities, facilitating substantial business growth.
