Summary of the contracting process

Tower Hamlets and the London Borough of Barking and Dagenham jointly procured an electric vehicle charging infrastructure service under the Local Electric Vehicle Infrastructure scheme. The requirement covers the installation, management, maintenance and replacement of charging equipment across both London boroughs, through separate contracts with each council. The planned network comprises at least 300 fast chargers rated below 22kW in Tower Hamlets, plus 30 rapid chargers across the partnership: 26 in Barking and Dagenham and four in Tower Hamlets. This is a public-sector electrical installation and road equipment service, including the supply and installation of EV charging points. Delivery is across Tower Hamlets and Barking and Dagenham in London, with Tower Hamlets leading the procurement. The project is intended to meet projected growth in demand for public charging infrastructure.

The procurement is complete and has been awarded following an open procedure. TotalEnergies Charging Solutions UK Limited was selected from four bids, with three reaching the final stage. The award was made on 9 March 2026 for £75 million excluding VAT (£90 million including VAT). The contract was signed on 11 August 2026 and runs from 11 August 2026 to 10 August 2036, with a possible extension to 9 August 2037. The award-stage contract period was recorded as 13 April 2026 to 12 April 2036, extendable to 11 April 2037. There was one lot, suitable for SMEs and voluntary, community and social enterprises. Evaluation weighted quality at 60%, scale of solution and price at 30%, and social value at 10%.

This procurement demonstrates substantial, long-term demand from two London boroughs for suppliers able to deliver EV charging infrastructure at partnership scale. A credible competitor would need the capability to design and install large numbers of fast and rapid chargers, manage infrastructure across multiple local-authority areas, and provide ongoing maintenance, replacement and operational support. The contract’s performance measures indicate the importance of high charger availability, effective incident management, responsive contact-centre services, controlled queuing times and reliable correspondence. Suppliers should therefore be able to evidence dependable network operations, customer service and performance monitoring, alongside the financial and technical capacity required for a major infrastructure service. The evaluation also shows that quality, solution scale and social value matter alongside price.

Notice Description

The main objective of the project is to procure a minimum of 300 fast charging points to meet the projected increase in demand for charging points in the borough over the next two years. The council has been awarded PS1.2m for funding new EV charging under the Department for Transport's LEVI (Local Electric Vehicle Infrastructure) scheme. One of the scheme's essential requirements to access the funding is for local authorities to form partnerships to purchase at scale and ensure value for money for public funding. The London Borough of Tower Hamlets has partnered with the London Borough of Barking and Dagenham to access the LEVI funding. LBTH is leading on the procurement of EV charging points across two London Boroughs. LEVI Partnership 4 (LP4) is made up of Tower Hamlets and Barking and Dagenham. LP4 is seeking to award contracts to deliver EV charging points across both boroughs The winning bidder will enter into separate contracts with each local authority. LP4 require a minimum of 300 fast (under 22kw) chargers in Tower Hamlets and 30 rapid chargers across both boroughs (26 in Barking and Dagenham and 4 in Tower Hamlets).

Renewal: The Contract Period is initially for a period of 10 years for Tower Hamlets and 15 years for Barking and Dagenham, although both authorities reserve the right to extend their Contracts on the same terms for further periods of 12 months, making a total possible Contract Period of 11 and 16 years.

Planning Information

The purpose of this pre market engagement event is to give information on the requirements of this project. The Council requires a single service provider to enter into separate contracts with the London Borough of Tower Hamlets and the London Borough of Barking and Dagenham to install, manage, maintain, and replace as required, Electric Vehicle Charging Infrastructure. Market engagement event will take place on 6th August 2025, 10-11am. Providers wishing to attend should register their interest via the Proactis Procurement Portal www.londontenders.org (using project reference: DN780247) and submit via the message function attendee/s contact details with: name, position and email address by 5pm on 4th August 2025. We will then issue invitations to the online event to those who have provided this information.
