Summary of the contracting process

The Council of the Borough of Kirklees, a public authority within sub-central government in the United Kingdom, is currently at the planning stage of a public procurement process. They are seeking a Planning and Building Control Case Management Solution under the industry category of software package and information systems. The procurement process focuses on engaging suppliers with responses required by 30 July 2025, submitted via the YORtender electronic system. This market engagement is geographically pinpointed to the UKE44 region, specifically Huddersfield, with an execution timeline running from 1 April 2026 to 31 March 2030, marking it as a long-term opportunity for potential suppliers.

This market engagement exercise creates an opportunity for experienced organisations, particularly small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs), to position themselves as key contributors in the development of innovative case management solutions. By participating in this process, businesses gain the chance to showcase their expertise and potentially influence the council's procurement approach, which can lead to significant future business prospects and growth within the public sector supply chain. The engagement serves as a precursor to a formal tender, allowing companies to align their offerings with the market's demands and the council's expectations.

Notice Information

Notice Title

Market Engagement - Planning and Building Control Case Management Solution

Notice Description

Kirklees Council is looking into a potential procurement option to put in place future contractual arrangements for suitably qualified and experienced organisations to deliver Planning and Building Control case management. To support this, we would like to gain information from the market regarding a number of issues related to the potential procurement exercise. Suppliers are therefore invited to consider the programme requirements detailed in this document and complete the attached questionnaire to give us feedback on the proposed approach. This Market Sounding Exercise (MSE) is not an invitation to tender or a request for formal expressions of interest. The Council, as contracting authority, is issuing this request for information only, in order to assess the reaction of the market and thus make any potential procurement process more focused and efficient.

Planning Information

Suppliers are asked to respond to the questionnaire which can be found at https://yortender.eu-supply.com and return electronically via the internet using the YORtender electronic tendering system by 12 noon on 30 July 2025
