Summary of the contracting process

Kent and Medway Fire and Rescue Authority procured National Firefighter PPE – Lot 2, covering fire structural helmets and wildland or technical rescue helmets, together with associated spares and consumables described in the specification. The goods are specialist firefighting, rescue and protective safety equipment, including occupational and industrial protective clothing. Delivery covers participating public authorities across the United Kingdom, Jersey and Guernsey. The arrangement is a national open framework intended for use by participating authorities, rather than a single local supply contract. It supports fire and rescue services and other eligible public-sector buyers requiring compliant helmets and related equipment. The framework buyer locations include authorities across England, Scotland, Wales, Northern Ireland and the Channel Islands.

This completed procurement used an open competitive flexible procedure and awarded one framework agreement on 27 March 2026. Bristol Uniforms Ltd, Rosenbauer Limited and Vimpex Ltd were selected as the three suppliers. The awarded value is £26,451,976.62 gross. The framework contract was signed on 10 July 2026 and runs from 11 July 2026 to 9 July 2034. It permits call-off agreements with reopening competition. Evaluation was weighted 70% quality and 30% price, with quality covering written, technical and wearer-trial assessments. The process included participation and tender stages, with legal, financial and technical capacity requirements. The lot was assessed as suitable for SMEs and voluntary, community or social enterprises. Participating-authority invoices are payable within 30 days when valid and undisputed.

This requirement favours manufacturers and specialist distributors of structural firefighting, wildland and technical rescue helmets, with the ability to supply compatible spares and consumables. Credible competitors would need demonstrable technical capability, sound legal and financial capacity, and products able to perform in wearer trials and technical assessment. The successful suppliers show that both established PPE specialists and SMEs can compete for this type of national framework. Suppliers should be able to support multiple fire and rescue authorities across the UK and the Channel Islands, manage call-off orders under a framework with reopening competition, and maintain reliable supply-chain performance. Relevant operational strengths include delivery on time and in full, effective first-time service resolution, accurate despatch, and the capacity to support public-sector users over a long-running, multi-authority arrangement.
