Summary of the contracting process

The current procurement process initiated by Denbighshire County Council involves planning the "Connect to Work North Wales" programme, a UK Government-funded employment initiative aimed at assisting individuals with disabilities or health conditions to gain and maintain employment. This procurement falls under the services category, specifically in personal development training, career guidance, and training programmes. The initiative covers regions in North Wales, including UKL23, UKL13, and UKL12. The procurement is currently at the planning stage, with a key market engagement event scheduled for 9th December 2025. This programme, governed by Welsh devolved regulations, is significant for its comprehensive support strategy, integrating work, health, and skill development for employability.

This tender represents an exciting opportunity for businesses in the employability and training sectors, particularly those specialising in supported employment models like Individual Placement and Support (IPS) and the Supported Employment Quality Framework (SEQF). Small and medium-sized enterprises with a focus on disability employment services and those capable of delivering framework agreements will find this opportunity highly relevant. Suppliers will be involved in contracts that aim to support over 3,600 individuals in North Wales alone. The programme, spanning from March 2026 to March 2030, offers potential for long-term business growth within the public sector by addressing crucial employment challenges and fostering sustainable local employment solutions.
