Summary of the contracting process

The procurement covers travel management services: a fully or semi-integrated system and travel management company providing affordable hotel and travel booking for the organisation. The solution is intended to support self-service booking of hotels, trains, venues and short-term car hire or rental in one place, alongside account management, reporting and traveller support. It is a single, integrated requirement rather than separate lots. The buying organisation is Waythrough, with the Association of North East Councils Limited (NEPO) acting as the centralised procurement authority and framework manager. The framework is intended for use by NEPO member and associate authorities and other permitted public bodies throughout the United Kingdom. The requirement covers travel activity nationally, with delivery locations including Tees Valley and Durham and other UK administrative areas. The service category is travel management and business travel services.

The process is complete and has been awarded through an open procedure. Four valid final-stage bids were received, including one from an SME. The framework award was made on 20 May 2026 to PERK UK LIMITED, with an awarded value of £2,000,000,000 excluding VAT (£2,400,000,000 including VAT). The contract was signed on 20 May 2026 and runs from 1 August 2026 to 31 July 2030, with two possible 12-month extensions, allowing a maximum end date of 31 July 2032. Quality counted for 60% of the evaluation and price for 40%. The framework has one participant and call-off contracts are awarded without reopening competition. A separate award identifies TravelPerk UK IRL Limited as supplier for the travel management services, with a signed contract valued at £500,000. NEPO may apply a rebate of up to 1% of awarded contract value.

This opportunity demonstrates substantial, recurring public-sector demand for an end-to-end travel management service that can operate nationally. A credible future supplier would need a robust online self-service booking platform covering hotels, rail, venues and short-term vehicle hire, with the ability to bring these services together in one user journey. The buyer’s requirements also point to strong account management, reliable traveller support, management information, performance reporting and user-satisfaction measurement. Suppliers should be able to serve public bodies across the UK, support different contracting authorities through a common framework model and maintain nationally applicable pricing. Experience delivering scalable business travel services, integrating booking and reporting systems, and managing service quality across a dispersed user base would be directly relevant. Both large providers and capable SMEs may find the requirement commercially informative.
