Summary of the contracting process

The Places for People Group Limited initiated a Decarbonisation Framework procurement process to enhance the energy efficiency of domestic assets, aligning with the UK's Future Homes Standard. This procurement, using an open procedure, centres on construction work and related services with an emphasis on sustainability across multiple regions, including Scotland, North-East, North-West, Central, South-East, and South-West England, as well as Scotland. This framework agreement, valued at approximately £480 million, covers works ranging from retrofit solutions to renewable energy technology installations. The procurement features multiple lots and requires suppliers to meet high-quality standards, with quality and pricing weighed at 70% and 30%, respectively. The initial tender publication date was 29th July 2025, with key deadlines on 10th September 2025 for tender submissions and 31st October 2025 for awards, aiming for contract commencements on 5th January 2026.

This framework presents significant opportunities for businesses specialised in construction, renewable technologies, and energy efficiency to collaborate and expand within the public sector. It supports small to medium enterprises (SMEs) and larger firms alike in the roles of main contractors, consultants, and service providers. Businesses with a strong record in sustainable practices, innovative energy solutions, and meeting statutory requirements could thrive under this framework. The broad geographical reach and substantial financial backing of the project cater to varying business models and scales, facilitating growth and establishing long-term industry partnerships.
