Procurement for the redevelopment of EUMETNET observations data hubs and ongoing support on behalf of the Met Office The requirement: The Met Office is seeking to establish a Contract with a single supplier for the redevelopment and ongoing support and maintenance of three Datahubs. The Met Office is responsible for three services, known as Datahubs, collecting, processing and delivering meteorological observations data to users on behalf of EUMETNET Programmes (E-Profile , E-GVap and E-ABO). The Met Office has delivered these observations services operationally for more than a decade. The three Datahubs are currently operational but are reaching end-of-life due to their age and their deployment on Met Office on-premises platforms (LINUX VMs). The Contract term and value: The initial Contract term is expected to be for a period of 2.5-years (July 2026- December 2028) followed by 5 x 1-year optional extension periods up to Dec 2033. The Contract value within the initial Contract term shall include the initial development and the initial operational costs with the intention of having all 3 Datahubs fully operational by the end of the initial Contract term. The development costs within the initial Contract term are estimated to be ~PS435,000.00 ex VAT, though the operational costs within this initial Contract term are currently unknown. The Contract value within the 5 x 1-year optional extension periods is expected to include operational costs only. Payment structure shall be flexible to allow for a proportionate 'up front' payment. Followed by interim payments, based on delivery milestones up to the end of each development phase. The Preliminary Market Engagement and Purpose: The Met Office is holding a virtual MS Teams preliminary market engagement exercise on 12th August 2025 from 13:00-15:00hrs. This is scheduled to run for 2 hours. The purpose of this exercise is to help the contracting authority and the market prepare for the upcoming procurement. Furthermore, the contracting authority is seeking to understand the level of market competition and interest, as well as to establish market capability and key challenges, and to acquire input from suppliers on the draft specification of requirements.
