Summary of the contracting process

GreenSquareAccord Limited procured fire safety works for its housing stock across its localities. The requirement covered six workstreams: compartmentation surveys and remedial works in roof spaces, cupboards and other boxed-in areas; repair, upgrading and replacement of communal and flat entrance fire doors; surveys and works to alarms, emergency lighting, warden call systems and automatic opening vents; and surveys, certification and repair of external escape routes, means of escape, fencing, hard-standing and general access arrangements. This is a substantial multi-disciplinary building safety and fire protection requirement, combining inspection, remedial construction, fire door installation, life-safety systems and external access works. The buyer is based in Birmingham and operates as a housing organisation, so suppliers need to work across its geographically distributed residential properties.

The procurement is complete and was run as an above-threshold open procedure, with electronic submission and an electronic auction. Six lots were used, with suppliers limited to a maximum of two lots. Awards were made on 17 July 2026: C.L.C Contractors Ltd received Lot 1, Compartmentation Works North, for £3,160,706 and Lot 2, Compartmentation Works South, for £2,136,020. Novus Property Solutions Limited received Lot 3, Fire Doors North, for £9,876,958, and Lot 4, Fire Doors South, for £6,042,435. AJS Ltd received Lot 5, Active Fire Works Groupwide, for £10,153,601. Each awarded contract runs from 1 October 2026 to 30 September 2031, with two 12-month extension options to 30 September 2033. Evaluation weighted quality and technical merit at 65%, cost at 30% and social value at 5%.

This procurement demonstrates sustained demand from GreenSquareAccord for planned and remedial fire safety work across a sizeable housing portfolio, with separate regional compartmentation and fire door packages and groupwide systems work. A credible future competitor would need capability in fire risk actions, compartmentation surveys and remediation, fire door repair and installation, alarm and emergency lighting systems, warden call systems, automatic opening vents, and external escape and access works. The requirement favoured suppliers able to manage substantial, geographically distributed programmes and provide both technical delivery and survey or certification expertise. The evaluation also shows that technical quality was more than twice as important as cost, while social value formed a smaller but material part of the assessment. Competition was strong on several lots, including 20 or more bids for each compartmentation package.

Install/ upgrade warden call systems & install/ replace AOV's Lot 6 - External Fire Works to survey, certify & repair external escapes, provide means of escape and general access requirements (including fencing & hard standing works) Contract to be completed by 29/05/2026. The sites will be across GreenSquareAccord localities to help interested suppliers form understanding of the stock requirements to better formulate their bid when this opportunity comes to market in September.
