Summary of the contracting process

Coastline Housing Limited has initiated a tender process for a comprehensive Heating Systems Repairs, Servicing and Maintenance Contract located across Cornwall, United Kingdom. The organisation, recognised as a public authority - sub-central government, is seeking experienced contractors for the provision of continuous heating system services across a diverse property portfolio, including approximately 5,000 residential homes and 5 commercial buildings. The procurement process, conducted via an open procedure under the Procurement Act 2023, will address multiple types of heating systems such as gas, oil-fired, solid fuel, and heat pumps. Businesses must submit responses electronically by the final submission date of 22 March 2026 to secure this compelling opportunity; the enquiry period closes on 12 March 2026.

This tender presents substantial growth opportunities for businesses specialising in heating system repairs and maintenance, especially those with expertise in managing high-volume service delivery. Companies that can demonstrate industry accreditations such as HETAS, NICEIC, Gas Safe, OFTEC, and MCS will find themselves ideally positioned to compete. With an emphasis on social value, sustainability, and local economic impact, businesses adept in these areas can leverage the contract to expand their reach in Cornwall. The contract divides the work into specific lots, each targeting different heating sources and systems, making it a suitable opportunity for SMEs. The contract entails a potential 10-year duration including extensions, affording long-term stability and the chance to contribute to achieving Coastline Housing's goal of Net Zero by 2050.

The geographical spread of properties across Cornwall presents logistical and operational challenges that require robust planning and local knowledge. In context, the current contract has a 24/7/365 target time of 2 hours attendance for priority repairs so a locally based team will be essential. Coastline uses gas capping as an absolute last resort and there will be a requirement for the contractor to strive continuously in the event of access refusals, including the provision of full evidence of access attempts. Contractors will be expected to demonstrate alignment with these priorities including adherence to a zero to landfill standard. The contract will be procured using an Open Procedure under the Procurement Act 2023 and associated Regulations. Coastline is a Corgi QAS Accredited Business, and the contractor will be required to support retention of this standard at no additional cost. The contractor will be required to access Coastline's online portal to provide all necessary documentation and confirm completion of all works before the end of every working day.
