Summary of the contracting process

Peak District National Park Authority procured ground works and associated horticultural, environmental and material-supply activities for peatland restoration across the Peak District and South Pennines. The scope includes sphagnum moss and cotton-grass planting, excavation, landscaping, peat-bund and water-management works, environmental protection, forestry and horticultural products, and construction materials. The immediate requirement covers planting works at the Turley Holes and Higher Moor sites, with delivery across areas in the North, Midlands and northern England. The procurement was established as an open framework for ground works and related work packages, allowing the Authority to appoint suppliers for different elements and later run competitions for specific sites, work types, materials, quantities and transport requirements.

The procurement is complete and was awarded through an open procedure using a closed open-framework arrangement with reopening competitions. The framework award was made on 25 September 2025 to 16 suppliers, with an estimated value of £7,200,000 excluding VAT (£8,640,000 including VAT), and a framework period from 22 September 2025 to 21 September 2031. The framework appointment was evaluated on price (10%), experience and past performance (45%), technical and delivery capability (44%) and social value (1%). A call-off for MFF165-01 Package 4, Turley Holes and Higher Moor planting works, was signed on 14 July 2026 with ELMS contracting ltd for £224,680.30 excluding VAT (£269,616.36 including VAT). Its contract period is 1 October 2026 to 15 March 2029.

This requirement is relevant to contractors experienced in peatland restoration, moorland management, ecological groundworks, planting and environmental protection. Credible suppliers need demonstrable experience of comparable works, including the type, scale and delivery timescales of completed projects, supported by references. The framework also tests practical delivery capability: available personnel and other resources, suitable plant and equipment, method statements for each work type, and programme and resourcing plans showing how site works can be completed within the required constraints. Relevant capability may include sphagnum and cotton-grass planting, excavation, peat bunding, landscaping, trackway or ground protection, forestry-product supply and materials logistics. The Authority also considers social value, community and wellbeing benefits, economic uplift and sustainable environmental processes. The opportunity structure is suitable for SMEs and VCSEs.
