Summary of the contracting process

Peak District National Park Authority procured ground works and related supplies for peatland restoration across sites in the Peak District and South Pennines Special Area of Conservation, including Soyland, Rishworth, Pikenaze, Twizle Head, Longwood and Calderdale. The requirement covers restoring hydrology, stabilising and revegetating bare peat, increasing biodiversity, landscaping, excavation, water-management structures, horticultural and environmental protection work, and supplying heather brash, bales and planting materials. Work is delivered across areas of the North West, North East and Midlands, including the Peak District. The arrangement is intended to support restoration work packages whose sites, work types, materials, quantities, transport and scale vary. The buyer is a sub-central public authority responsible for the National Park. The procurement was suitable for small and medium-sized enterprises and voluntary, community and social enterprises.

This procurement has been awarded through an open procedure and completed as a closed open-framework scheme with reopening and further competitions. The framework was awarded on 25 September 2025, following a 2 September 2025 tender deadline, and its contract period runs from 22 September 2025 to 21 September 2031. Its estimated value is £7.2 million excluding VAT, or £8.64 million including VAT. Sixteen suppliers were appointed: Aitch Conservation, Clixby's Forestry Ground Prep, Conservefor, Dinsdale Moorland Specialists, Environmental Land Management Solutions, Footprint Conservation, Habitat Works, J W Bainbridge Contractors, Making Trax, Marsden AES, Michael Wynne, Net Zero (North), River Stewardship Company, Terra-Firma Environmental, Upland Environmental and Wildscapes Community Interest Company. Evaluation weighted price at 10%, quality at 89% and social value at 1%. Subsequent call-offs included ground works, planting and brash and bale supply, with individual values ranging from £33,704 to £224,680.30 excluding VAT.

This procurement shows a sustained requirement for specialist peatland restoration contractors, environmental land-management businesses, forestry and ground-preparation firms, horticultural suppliers and organisations able to provide restoration materials. Credible competitors would need demonstrable experience of comparable works, references, and the ability to deliver against restoration objectives and specifications. They would also need suitable plant, equipment, personnel, resources and work methods for excavation, landscaping, peat bunding, gully blocking, trackway or ground protection, planting, water-management work, brash and bale supply, and other defined work elements. Further-competition responses require method statements and a programme and resourcing plan showing dates, durations, workforce, plant and work rates. The framework evidence also favours suppliers able to work across multiple rural sites and package sizes, manage transport and logistics, and explain social, environmental, sustainable and carbon-reduction benefits. SMEs and VCSEs are expressly relevant to this market.
