Summary of the contracting process

Cambridgeshire County Council is in the planning stage of a procurement process aimed at upgrading and maintaining self-service machines for its library services. The initiative, under the title "24061 Self Service Machines and maintenance for Library Services in Cambridgeshire County Council," targets the public authority sub-central government sector, with a location focus in Cambridgeshire, UK, specifically within the UKH12 region. It seeks to address the end-of-life status of existing machines, with essential deadlines set for market engagement insights due by 1 September 2025. The council is undertaking a premarket engagement exercise to better understand potential market solutions for enhancing their library automation equipment before Microsoft ends support for Windows 10 in October 2025.

This tender represents a significant business growth opportunity for companies specialising in library automation technologies or IT services related to public sector needs. With a focus on goods and additional services, it is well-suited to small and medium enterprises (SMEs) and socially focused enterprises (VCSEs) that can provide innovative, sustainable, and cost-effective solutions for library environments. The contract period is anticipated to run from December 2025 through December 2029, allowing for long-term service and support agreements. Businesses with expertise in maintaining and upgrading technological systems, particularly those that can offer continued support for evolving IT standards, will find this opportunity particularly advantageous.

Notice Title

24061 Self Service Machines and maintenance for Library Services in Cambridgeshire County Council

Notice Description

The Council's Library service is currently exploring the market to identify potential solutions for the supply, maintenance, and possible phased replacement of self-service machines across our public library network. The current estate which is a total of 54 machines, includes a number of ageing self-service units, 32 of which are now nearing end-of-life. These units are increasingly expensive to maintain, and crucially, they are not capable of upgrading to Windows 11. With Microsoft ending support for Windows 10 in October 2025, these machines will soon fall out of compliance with essential IT security and data handling standards. Some existing maintenance arrangements are in place, but these are limited in scope and will not provide long-term sustainability. In addition, the Library service is expanding or existing Library sites who do not have such machines, could benefit from them. As such, we are seeking solutions and market insights that can help the Council procurement a solution which delivers ongoing functionality, value for money, and continued support for secure, autonomous service in our libraries.
