Summary of the contracting process

Digital Health and Care Wales, acting for NHS Wales organisations and General Medical Services providers, sought suppliers for ambient voice technology (AVT) solutions. The systems are intended to capture conversations between patients and care staff and turn them into structured clinical records, helping clinicians document care while maintaining patient interaction. The potential scope includes voice capture, live transcription, AI-generated summaries, suggested clinical codes, automated template completion, review and approval workflows, reporting, and integration with GP systems, currently EMIS Web. The procurement is for software and related services under a multi-supplier framework for eligible NHS Wales bodies and providers. Delivery is across Wales.

The buyer invited offers through an open procedure, and the tender reached the conditions-of-participation assessment stage. Digital Health and Care Wales subsequently abandoned the procurement after too few suppliers met those conditions. The tender deadline was 16 September 2026 at 12:00; enquiries were due by 4 September 2026 at 23:59. The estimated framework value was £10 million excluding VAT (£12 million including VAT). The initial framework iteration was scheduled to run from 7 December 2026 to 6 December 2029, with later iterations and reopening subject to an overall maximum of eight years, ending no later than 6 December 2034. Evaluation weighted price at 60%, quality at 30% and social value at 10%. Quality covered AI performance, safety and data; clinical functionality and safety; implementation, support and operations; regulatory compliance and governance; and technical architecture and integration.

The framework was intended for suppliers able to provide ambient voice technology suitable for clinical use in general practice, including reliable conversation capture, transcription, summarisation and structured documentation. Strong bids would need to demonstrate safe AI performance, clinical functionality, appropriate regulatory compliance and governance, and the ability to integrate with GP systems such as EMIS Web. Delivery capability matters too: the evaluation included implementation, ongoing support and operations, alongside technical architecture and integration. Suppliers should also be prepared to evidence economic and technical participation requirements through the procurement’s qualification process. Small and medium-sized businesses and voluntary, community and social enterprises were considered suitable to participate. The multi-supplier model offered for appointment to a pre-qualified framework, with call-offs by participating NHS Wales organisations and providers; however, this procurement was abandoned following the participation assessment, so it did not result in framework appointments.

Digital Health and Care Wales (DHCW), on behalf of NHS Wales organisations and General Medical Services (GMS) providers, is seeking to establish an Open Framework Agreement for Ambient Voice Technology (AVT) solutions. The Agreement will support the adoption of innovative technologies that can improve clinical documentation processes and enable more efficient delivery of patient care. AVT unobtrusively record patient and caregiver conversations and convert dialogue into structured outputs with minimal user intervention. These technologies are designed to support clinical documentation and workflows, enabling clinicians to focus on patient interaction while maintaining accurate and timely records. AVT solutions may include: * Ambient voice capture * Real-time speech-to-text transcription * Generative AI summarisation * Suggested structured clinical coding * Intelligent summarisation * Automated template population * Review and approval workflows * Integration with GP Systems (currently EMIS Web) * Insights and reporting Within NHS Wales, AVT is positioned as a capability to support General Practice efficiencies and enhance patient care through improved documentation workflows. Lot 1

Renewal: The initial framework agreement ("Framework 1") shall have a term of three (3) years commencing on the Commencement Date. Prior to the expiry of Framework 1, the Authority may re-open the Open Framework and award a successive framework agreement. Upon award of a successive framework agreement, Framework 1 shall expire in accordance with the requirements of the Procurement Act 2023. Any successive framework agreement awarded under the Open Framework may have a term of up to four (4) years, provided that the total duration of the Open Framework does not exceed eight (8) years from the Commencement Date.
