Summary of the contracting process

Digital Health & Care Wales is procuring Ambient Voice Technology solutions for NHS Wales organisations and General Medical Services providers. The requirement covers software and information systems, including ambient capture of patient and caregiver conversations, real-time speech-to-text transcription, generative AI and intelligent summarisation, suggested structured clinical coding, automated template population, review and approval workflows, reporting and integration with GP systems, currently EMIS Web. The purpose is to improve clinical documentation and workflows, helping clinicians maintain accurate and timely records while focusing on patient care. Delivery is across Wales. The buying organisation will operate the framework for participating NHS Wales bodies, including local health boards, NHS trusts, special health authorities, GMS providers and other eligible contracting authorities. This is a multi-supplier open framework agreement.

The framework is explicitly suitable for small and medium-sized enterprises and voluntary, community and social enterprises. It can accommodate multiple suppliers, and future framework reopening events are intended to allow new suppliers to seek admission or existing suppliers to refresh their submissions.

The Agreement will support the adoption of innovative technologies that can improve clinical documentation processes and enable more efficient delivery of patient care. AVT unobtrusively record patient and caregiver conversations and convert dialogue into structured outputs with minimal user intervention. These technologies are designed to support clinical documentation and workflows, enabling clinicians to focus on patient interaction while maintaining accurate and timely records. Lot 1

Renewal: The initial framework agreement ("Framework 1") shall have a term of three (3) years commencing on the Commencement Date. Prior to the expiry of Framework 1, the Authority may re-open the Open Framework and award a successive framework agreement. Upon award of a successive framework agreement, Framework 1 shall expire in accordance with the requirements of the Procurement Act 2023. Any successive framework agreement awarded under the Open Framework may have a term of up to four (4) years, provided that the total duration of the Open Framework does not exceed eight (8) years from the Commencement Date.
