Notice Description
Overview: Southend-on-Sea City Council (SCC) seeks to engage the market through this Pre-Tender Market Engagement (PTME) exercise in preparation for the potential procurement of a single supplier for the for the supply, installation, maintenance and servicing of Stairlifts and Specialists Lifts. The selected supplier will be commissioned to supply, install and service new or refurbished straight and curved track Stairlifts and Specialists Lifts for Southend-on-Sea residents who have been identified to be need of home adaptation requirements, and will delivered to both private and Council properties with agreed scheduled services and repairs including 24-hour callouts and rapid responses. Through this PTME, Southend-on-Sea City Council aims to: * Prepare the market for the potential upcoming tender opportunity, and to ensure suppliers have the opportunity to sign-up to the Council's e-sourcing platform. * Understand the market's appetite to be involved in the potential upcoming tender opportunity. * Understand the capacity of the market and timescales for the delivery of the required services. * Refine the service specification and deliverable to ensure that the service is achievable, practical and effective for our residents who will benefit from its delivery. * Understand opportunities, costs and risks associated with delivering these services.

To assist with this aim, the Council has created a questionnaire that we invite all potential bidders and relevant suppliers to complete. Please provide a response to this Link: https://forms.office.com/Pages/ResponsePage.aspx?id=6qk6Ua8AIEehgWeNc3h43rU8dZLQc49Gt2r6aNbXiRhUMVgxTTJUNkxQV1EzWjJOMzI0SlhaUkE3Mi4u Please complete the questionnaire by no later than 17:00 1st September 2025. If you have any questions regarding completing this questionnaire, please contact Johnsharman@southend.gov.uk. Important Information: Respondents are advised that the purpose of this notice is to gather information from the market for a potential future procurement. The scope of service, date of publication or potential contract value should not be taken as a final "version" of requirement. This notice is not a call for competition to procure any works or services and is not published to reduce time limited for the receipt of tenders. Interested parties will not be prejudiced by any response or (lack) to this notice. Nor shall a response to this notice guarantee an invitation to participate in this market consultation exercise or any future procurement process that Southend-on-Sea City Council may conduct. Southend-on-Sea City Council uses the e-tendering platform "ProContract" for the procurement of all public contracts. While our opportunities (including this potential future procurement) are advertised on the Central Digital Platform, bidders are required to register and use "ProContract" to make bids.
