Summary of the contracting process

Worcestershire County Council appointed suppliers to a framework for bus stop infrastructure, equipment and associated services supporting its public transport network. The seven lots cover bus shelters; real-time information displays; maintenance; cleaning; mobility and interchange hubs; bus stop poles, flags and timetable cases; and information points. The seven lots were each awarded on 22 January 2026, with Bus Shelters awarded to Bus Shelters Ltd, Journeo Passenger Systems Limited, Trueform Engineering Limited, Externiture Limited, Littlethorpe of Leicester Limited, Threeisquared Ltd, Horizon-Group Limited, Smart Networked Environments Ltd and Draw, Plan & Resolve Ltd. The other lots have between seven and nine named suppliers, including specialist infrastructure, cleaning, maintenance and passenger-information firms. Each lot is valued at £75,000,000 excluding VAT and £90,000,000 including VAT; do not aggregate these figures. Contracts were signed on 10 June 2026 and run to 3 February 2030. Evaluation weighted technical solutions and design at 30%, service delivery and methodology at 25%, quality, safety and compliance at 15%, experience and capability at 15%, and sustainability and social value at 15%.

Information Points Key Areas: * Bus Stop Infrastructure - the design, supply, installation, and upkeep of durable, safe, and accessible infrastructure that meets current standards and enhances the passenger experience (Lots 1, 5 and 6). * Cleaning and Maintenance - the provision of regular and responsive cleaning, repairs, and preventative maintenance to ensure that infrastructure remains safe, welcoming, and operational at all times (Lots 3 and 4). * Real-Time Passenger Information (RTI) - the supply, installation, and maintenance of reliable systems that provide accurate, timely, and accessible service information to passengers across multiple channels (Lots 2 and 7). The objective of this procurement exercise was to appoint suppliers who can deliver high-quality, value-for-money services while ensuring long-term sustainability, safety, and reliability.
