Summary of the contracting process

Knowsley Council, in collaboration with Trafford Council and Rochdale Borough Council, has completed a framework agreement for the supply, installation, and maintenance of personal lifts and hoists, aimed at enhancing access facilities for individuals with sensory and mobility impairments. This framework agreement spans a period of 48 months, covering various locations throughout the United Kingdom, specifically in regions UKD3 and UKD7, including private owner-occupied and housing association properties. The procurement follows an open procedure, and important milestones began with the contract signing on 19th December 2025. This contract holds an estimated total value of £24 million and was initially publicised with an end tender period on 24th September 2025.

This contract presents significant business opportunities, particularly for enterprises experienced in the construction and maintenance of accessibility equipment. Firms specialising in the installation and servicing of stairlifts, vertical through-floor lifts, step lifts, and hoists could greatly benefit. Both small and medium-sized enterprises (SMEs) and larger companies participated in the competition, which is structured into four lots and allows for direct awards and mini-competitions to foster efficient market engagement. The substantial budget and broad regional scope offer substantial prospects for businesses committed to improving accessibility infrastructure, thus supporting business growth in a sector focused on inclusivity and mobility enhancements.
