Summary of the contracting process

Merthyr Tydfil Housing Association appointed contractors to provide responsive repairs and voids works in properties it owns or manages, supplementing its internal workforce. The requirement is a housing maintenance service covering Merthyr Tydfil and the surrounding area of South Wales. It is divided into three workstreams: General Trades, including plumbing, joinery and carpentry, painting and decorating, flooring, cleaning, drainage, roofing and groundworks; Electrical installation and related works; and Scaffolding. Planned works may also be allocated through the framework, although the association retains the option to procure them separately. Work is allocated according to the skills and trade required. The arrangement is intended for repair and maintenance services across the association’s housing stock.

The procurement has reached the award stage following an open procedure for a closed framework agreement, with awards dated 5 August 2026. The framework uses competitions for some call-offs and direct awards for others. General Trades was awarded to Alfred Bagnall & Sons (Midlands) Limited and 19 other suppliers at £4,000,000 excluding VAT (£4,800,000 including VAT). Electrical was awarded to Dec Elec Ltd, IR Energy Ltd, LB Systems Electrical Ltd, Lightning Solutions (Wales) Limited, M.DeLacey & Sons (HOLDINGS) Limited and Prolec Energy Solutions Ltd at £2,500,000 excluding VAT (£3,000,000 including VAT). Scaffolding was awarded to Cadarn Access Limited, Davies Contractors LTD, Raynes Scaffolding & Groundworks Ltd, TW Group (South Wales) Limited and V3 Facilities Management Limited at £500,000 excluding VAT (£600,000 including VAT). Each lot runs from 1 September 2026 to 31 August 2030. Evaluation was 70% price and 30% quality, with economic and technical selection criteria.

This award shows sustained demand from a social housing provider for responsive repairs, void-property preparation and trade-specific maintenance delivered across South Wales. It is particularly relevant to SMEs able to provide one or more defined trades, and to larger contractors capable of coordinating specialist supply chains. Credible future competitors would need demonstrable technical competence and economic capacity, supported by experience in housing repairs and maintenance, reliable response arrangements and the ability to work to differing trade requirements. The successful supplier profile spans general building, plumbing, heating, painting, flooring, cleaning, roofing, groundworks, electrical installation and scaffolding businesses. Competition was strong, with 43 bids for General Trades, 23 for Electrical and nine for Scaffolding, indicating a broad local and regional supplier market.

Notice Description

Merthyr Housing has appointed competent and experienced contractors to undertake responsive repairs and voids works in properties owned and/or managed by Merthyr Housing. This service is required as a top up service to the internal workforce. In addition to the responsive repairs and voids works, Merthyr Housing retain the option to award planned works via the resulting framework or allocate these works outside of the framework. The proposed framework agreement will be established for period of four years. The estimated spend value per annum for responsive repairs and voids works is c. 600,000 GBP - 650,000 GBP (exc VAT). The estimated values included in this notice include a provision for the completion of planned works, which remain optional. The framework has been structured into three lots as detailed below - - Lot 1 - General Trades - this will include but is not limited to plumbing, joinery / carpentry, painting and decorating, flooring, cleaning, drainage, roofing, groundworks - Lot 2 - Electrical - Lot 3 - Scaffolding Appointment to the framework provides no guarantee to the volume of work / spend to be allocated via the framework. Details related to the allocation of works was set out in the framework agreement published at tender stage.
