Notice Description

Hartlepool Borough Council is progressing with the restoration of the historic PS Wingfield Castle, a heritage paddle steamer located at the Museum of Hartlepool. Phase 2 of the project involves enabling and repair works to stabilise the vessel and prepare it for future public use. This phase includes operations such as towing the vessel onto land, undertaking structural repairs, and installing new moorings and access infrastructure. The Council is seeking to appoint a suitably experienced contractor to deliver these works, with responsibilities covering both detail design and construction delivery. The Council is now preparing to procure a contractor who will act as both Principal Contractor and Principal Designer under CDM 2015, and lead the delivery of Phase 2 in accordance with the specification prepared by Beckett Rankine. It is intended that the new contract will commence from 25 November 2025 (or as soon as possible after this date). The works will be delivered in two stages: Pre-construction (from Nov 2025 to March 2023) and Construction (from June 2026 to April 2027), with a break clause between stages. This allows for the scope and total cost of the works to be reviewed and approved before progressing to the construction phase.
