Notice Description
This procurement is to source a supplier to cover responsive repairs and property refurbishment, manage a regeneration programme of capital investment works, compliance services and grounds maintenance to Service Family Accommodation throughout the UK owned and managed by the Defence Infrastructure Organisation. The Authority is keen to engage with providers with a solid background in delivering similar repairs and maintenance contracts for public sector landlords with a strong customer and safety focus, who are able to work collaboratively with the Authority to deliver a first in class service. The Contracting Authority is undertaking preliminary market engagement in accordance with section 16 of the Procurement Act 2023. The purpose of the engagement is to inform the development of the Authority's requirements, its procurement strategy and future tender documentation. This notice is published under section 17 of the Act and Regulation 17 of the Procurement Regulations 2024. The engagement will be conducted by way of an on-line briefing session expected to be held on 15 July 2026 to all providers who respond to this PME Notice and are interested in participating. The briefing will be followed by issuing an on-line questionnaire for providers to complete and return. Purpose and Objectives of the Engagement. .* Developing the Authority's procurement strategy, pricing and evaluation models and lotting strategy * Explore opportunities for SMEs and specialist providers * Designing the procurement procedure, conditions of participation and award criteria * Preparing the Tender Notice and associated tender documents * Identifying suppliers that may be able to supply the works and services required * Identifying the likely contract management arrangements * Establish the most appropriate contract form * Confirming the appetite and capacity among suppliers in relation to the proposed contracts

Where any such advantage cannot be avoided, the supplier concerned may be excluded from the related procurement. Participation in this preliminary market engagement is voluntary. It does not form part of any procurement process, nor does it constitute a commitment by the Authority to conduct a procurement, nor does it confer any advantage or disadvantage in any future procurement. The Authority is not bound to proceed with any procurement to which this Notice relates. The Authority welcomes participation from organisations of all sizes, including small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs). In line with the procurement objectives in section 12 of the Act, the Authority will have regard to any particular barriers to participation that smaller organisations may face and will consider whether such barriers can be removed or reduced.
