Summary of the contracting process

Hull City Council is procuring a ward newsletter and leaflet distribution service. The requirement covers the printing and distribution of newsletters and leaflets to support communications with residents across the council’s wards. It falls within postal, mailing, newspaper and periodical distribution, and printing and distribution services. The council is seeking organisations able to provide an end-to-end service rather than a standalone printing or courier operation. The procurement will establish a closed framework for the council’s future distribution requirements, with suppliers appointed to deliver call-off services under the framework. This is a service contract suited to businesses operating in local postal distribution, leaflet delivery, community communications, mailing, print fulfilment or related logistics.

The process has reached tender: Hull City Council invited offers through a below-threshold open competition. It is a single-lot procurement for a closed framework with up to two suppliers, with call-offs made on a ranked basis without reopening competition. The tender submission deadline was 19 August 2026 at 11:00, and the deadline for enquiries was 14 August 2026 at 11:00. The framework is expected to run from 1 October 2026 to 30 September 2030, with renewal rights and a maximum extent date of 31 January 2030 stated for the lot. Its estimated value is £112,000 excluding VAT (£134,400 including VAT). Evaluation is weighted 70% technical quality and 30% price. A 1% fee applies to invoices paid to awarded suppliers.

The opportunity suits small and medium-sized enterprises and voluntary, community or social enterprises, as well as established postal, mailing, print-distribution and leaflet-delivery providers. Suppliers should be able to demonstrate the technical capability and experience needed to deliver newsletters and leaflets reliably, meet specified delivery requirements and manage sufficient capacity for council call-offs. The framework structure favours a supplier able to take first position in the ranking: the highest-ranked provider will normally be approached first, while the second supplier acts as reserve where the first lacks capacity, fails to meet key performance requirements or cannot satisfy delivery needs. Bidders should therefore be prepared to evidence operational resilience, consistent service quality, performance monitoring and dependable local distribution arrangements.
