Summary of the contracting process

Beyond Housing Limited procured grounds maintenance services for its housing and landholdings. The scope covers routine grass cutting; shrub, hedge and formal-area maintenance; wetland and watercourse work; naturalised areas; invasive weed control, including Japanese knotweed; garage-site weed control; hedge reduction; path and kerb edging; herbaceous control; hard shrub pruning; compulsory gardens; banks steeper than 45 degrees; and block maintenance. The work is divided across northern, Whitby and southern areas, covering Beyond Housing’s operating areas around Redcar, Scarborough and Whitby. It is a services requirement for an established grounds maintenance contractor able to manage both residential gardens and wider communal, landscaped and environmental areas.

The procurement is complete and contracts were signed on 1 April 2026 following an open procedure. Three lots were awarded separately, with suppliers limited to bidding for and winning one lot. Lot 1 North was awarded on 18 February 2026 to Glendale Countryside Ltd and Groundwork NE & Cumbria for £7,370,468 including VAT. Lot 2 Whitby was awarded to Cedarwood & Son Ltd and J.J. Harrison Landscapes Ltd for £1,937,908 including VAT. Lot 3 South was awarded to UK Landscapes Limited for £5,086,438 including VAT. Each contract runs from 1 April 2026 to 31 March 2031, with two possible one-year extensions to 31 March 2033. Evaluation weighted quality at 60% and price at 40%.

This award shows sustained demand from Beyond Housing for contractors combining routine grounds care with specialist landscape and environmental maintenance. Credible competitors would need to deliver grass, shrub, hedge, formal-area, wetland, watercourse, invasive-weed and hard-landscaping maintenance across housing sites, communal areas and residential gardens. The requirement favours organisations with enough operational capacity to cover geographically defined service areas, coordinate scheduled visits and respond quickly to scheduled work, while controlling major non-conformances. Suppliers should be able to evidence reliable mobilisation, workforce planning, horticultural and arboricultural competence, safe work on steep banks, and effective treatment of invasive species such as Japanese knotweed. The procurement was suitable for SMEs and VCSEs, and its successful suppliers included both large and small businesses.
