Summary of the contracting process

Tees Valley Combined Authority commissioned consultancy services for “Our Ordinary is Extraordinary: Murals, markers and stories that matter”, a public-art and heritage project across the Tees Valley boroughs. The work is intended to uncover and celebrate hidden stories of local people who have made an extraordinary contribution to their communities, creating a connected trail of thematically and visually linked artworks. The appointed consultant supports project development and planning, defines the overall vision and scope, designs community engagement, identifies delivery partners, and develops a commissioning framework for the artworks. The planned delivery phase covers community engagement, artist commissions, production and installation, and promotion of the regional trail. The project aims to strengthen community pride, preserve local heritage and improve visitor appeal, while informing the Tees Valley Heritage Strategy. Delivery involves local authority culture and planning teams and cultural, heritage and community stakeholders across Tees Valley.

This procurement is complete and was awarded through a single-lot open procedure. Three bids reached the final stage, and the contract was awarded to Navigator North Community Interest Company on 27 November 2025. The award value is £326,163.96 excluding VAT, or £391,396.75 including VAT. The contract was signed on 2 January 2026, with the contract period beginning on 5 January 2026. Its original end date was 31 March 2026; amendments extended delivery first to 30 June 2026 and then to 30 September 2026, with a maximum extent date of 31 March 2027. The latest contract value is £327,993.96 excluding VAT, or £393,592.75 including VAT. Phase Two is subject to funding approval and is expected to last 18 months from receipt of additional funding. Evaluation weighted quality at 70%, social value at 10% and price at 20%.

For a future requirement of this kind, credible suppliers will need consultancy expertise spanning cultural development, public art, heritage interpretation and community engagement. The successful approach needed to connect artistic ambition with local identity, local-authority priorities and inclusive creative outcomes, while producing a robust, locally supported and bid-ready plan. Relevant capability includes working with culture and planning teams, artists, heritage organisations, community groups and potential funders; designing meaningful participation programmes; developing commissioning frameworks; and coordinating multi-borough delivery. The requirement was suitable for SMEs and voluntary, community or social enterprises, and all three final-stage bidders were SMEs; one was a VCSE. Competitors should therefore be able to demonstrate strong quality and social-value outcomes, supported by sound technical and economic capacity, with the ability to manage stakeholder engagement and progress from strategic development into commissions, installation and regional promotion.

Tees Valley Combined Authority (TVCA)(the 'Contacting Authority'), part of the Tees Valley Combined Authority Group, have awarded a contract for a consultant to work with TVCA on the development, planning and delivery of the 'Our Ordinary is Extraordinary: Murals, markers and stories that matter project, which seeks to uncover and celebrate hidden stories of 'ordinary' people who have made an extraordinary impact on their community. Through a series of public art commissions in each borough of Tees Valley, inspired by and developed through engagement with the local community, the works will be thematically and visually linked, and form a cohesive trail that connects the boroughs, celebrates local heritage, and enhances visitor appeal ("the Project"). The Project aims to foster community pride, preserve local stories, and create engaging public spaces. This project is a forerunner to the launch and implementation of the Tees Valley Heritage Strategy and is intended to both inform and align with the emerging strategic vision. The Project will be delivered in two phases, each of which are detailed below: Phase One - Development & Planning This phase is a consultancy-led development exercise resulting in a detailed delivery plan for Phase Two, that will: *Define the overall scope and vision of the project *Design a programme of meaningful community engagement and identify key groups and partners for delivery *Outline a commissioning framework for the public artworks that reflects both the project's artistic ambitions and its community and heritage objectives. The Consultant(s) will be expected to work closely with local authority Culture and Planning teams, as well as cultural, heritage and community stakeholders, to ensure the artistic vision is rooted in place, LA priorities & plans, resonates with local identity, and supports high-quality, inclusive creative outcomes. Phase Two: Delivery (Subject to Funding Approval) Phase Two will involve the delivery of the full project, including community engagement activities, artist commissions, production and installation of the public artworks and promotion of the pieces as a regional trail. The contract start date was 05/01/2026 however there has been a delay with signing due to resource. The contract was signed on 27/02/2026.
