Sheffield City Council is seeking a concessionaire to design, deliver and operate an e-bike hire scheme across Sheffield. The service is intended to provide sustainable, active travel for residents and visitors, with e-bikes suitable for the city’s hilly topography. Customers will hire bikes from designated parking locations, including marked bays, racks or docks, helping to manage cycle parking and protect pedestrians and other road users. The successful operator will provide and manage the complete service, including the e-bike fleet, parking infrastructure, technology platforms, customer services, maintenance and day-to-day operations. The procurement covers transport-related services, including bicycles, electrically assisted cycles, transport agency services and road transport support services. Delivery is across Sheffield.

The procurement has reached tender: Sheffield City Council invited suppliers to submit offers through a competitive flexible procedure for a concession. It comprises one lot and will use an Initial Tender stage, supplier demonstrations, negotiation and a Final Tender stage. Enquiries had to be submitted by 22 September 2026 at 11:00, and tenders by 20 November 2026 at 17:00. The intended contract period is 1 February 2027 to 31 May 2032, with a possible renewal or extension to 19 April 2031 as recorded. Bidders also need to present credible employment and skills proposals, alongside a commercial model covering tariffs, any authority funding requirement and infrastructure arrangements.
