Summary of the contracting process

The Police and Crime Commissioner for Northumbria established a multi-supplier IT hardware framework for Northumbria Police, the Police and Crime Commissioners for Durham and Cleveland. It covers laptops and desktops; mobile phones; IT consumables and peripherals; automatic number plate recognition equipment and support; audio-visual equipment and support; network and server equipment and maintenance; and networking connectivity equipment and support. The work involves supplying, supporting and maintaining computer, communications, traffic-monitoring, audio-visual, server and network equipment. Deliveries and services are intended across England. The framework can also be used by the three named police commissioners, with buyer use restricted to the North East and surrounding areas represented by the published delivery geography.

The procurement is complete and contracts have been signed. It used an above-threshold open procedure to establish an open framework, with call-offs available by direct award or further competition. Evaluation was based on 70% quality and 30% price, and all lots were identified as suitable for SMEs. Seven lots were awarded on 13 April 2026. Contract values are: laptops and desktops £9,730,170 excluding VAT; mobile phones £4,706,175; IT consumables and peripherals £2,289,630; ANPR equipment and support £650,000; audio-visual equipment and support £2,027,100; network and server equipment and maintenance £8,164,969; and networking connectivity £3,000,000. Contracts run from May or June 2026 to 2030, depending on the lot.

This framework demonstrates recurring public-sector demand for suppliers able to provide a broad range of IT hardware through a structured multi-supplier route. Relevant businesses include distributors, manufacturers, managed technology providers and specialist support firms covering end-user devices, mobile communications, consumables, ANPR, audio-visual systems, servers, storage, networking and connectivity. The successful supplier profile spans both large businesses and SMEs, so credible competitors may be specialist providers as well as national resellers. Capability should include reliable product sourcing, technical support and maintenance, rapid responses to quotes, incidents, queries and faults, accurate invoicing, dependable deliveries, purchase-order handling and service-level performance. Suppliers should also be able to compete through direct awards or further competitions and support performance reporting.
