Summary of the contracting process

The College of Policing Limited procured renewal of its online examinations platform. This is a UK-wide education and information technology service covering the supply of an online examination software package, platform development and implementation, application service provision, technical requirements review, software support and enhancements. The solution is intended to support the College’s examination activity and can be expanded to meet new needs. The work is delivered in the United Kingdom. It is relevant to suppliers providing hosted assessment or examination platforms, bespoke educational software, implementation services and ongoing technical support, particularly where these capabilities can be combined in one managed service.

The procurement is complete and was awarded to Excelsoft Technologies on 3 March 2026. It used an open competitive flexible procedure with three stages: capability, pre-selection questionnaire, gateway and invitation to tender; presentation; and award. Four bids were received, with two reaching the final stage. The single lot had an estimated value of £450,000 excluding VAT and £540,000 including VAT. The award value is £869,550 excluding VAT and £1,043,460 including VAT. The contract was signed on 18 August 2026 and runs from 18 August 2026 to 17 August 2029, with three possible 12-month renewals, extending the maximum period to 17 March 2032.
