Summary of the contracting process

Manchester City Council has established the North West Construction Hub high-value construction framework for building and property projects. The work can include new-build construction, demolition, development, refurbishment and remodelling of properties owned or used by participating public bodies. It covers construction and civil engineering, site preparation, building services and completion, alongside related design, engineering, planning, construction and technical consultancy services. Delivery is across North West England and the Isle of Man. The framework is intended for contracting authorities, which can use it to procure project-specific construction work through call-off contracts. Suppliers are appointed to separate value-band lots, so the opportunity covers projects of differing scale rather than a single construction project. The framework also sets common pricing terms for the work commissioned through it.

The open-procedure procurement has reached award: suppliers have been selected for all three lots, and contract signature was scheduled for 30 November 2026. Lot 1, for projects valued at £8 million to £18 million, has nine appointed suppliers and an awarded value of £18 million. Lot 2, for £18 million to £45 million projects, has eight suppliers and an awarded value of £45 million. Lot 3, for projects over £45 million, has six suppliers and an awarded value of £45 million. The framework runs from 1 January 2027 to 31 December 2029, with an option to extend by up to 12 months. Evaluation weighted quality at 40%, social value at 20%, zero carbon and environment at 10%, and price at 30%. Suppliers could bid for multiple lots but could be appointed to no more than two adjacent lots.

This framework is relevant to construction contractors able to deliver public-sector building projects across the North West, with capacity aligned to one or more of its three project value bands. The appointed suppliers include both large businesses and SMEs, and the first lot was explicitly considered suitable for SMEs. Credible competitors need to demonstrate a strong quality offer alongside competitive pricing, meaningful social value and performance on zero carbon and environmental matters, which together accounted for most of the evaluation. The framework uses fixed rates and percentage fees for pre-construction, design, contractor staff, preliminaries and overheads; suppliers should be able to price consistently against these terms and support project-specific proposals or efficiencies when competing for call-offs. Call-offs may be made by direct award or further competition, and no minimum work volume is guaranteed. A framework fee of 0.30% of the agreed contract sum is capped at £90,000.

Lot Information

PS8 million to PS18 million

Options: The Framework Agreement includes options for additional purchases during its term in the form of call-off contracts. Contracting Authorities may award multiple call-off contracts to Framework Suppliers through direct award and/or further competition mechanisms, in accordance with the Framework rules. These call-off contracts are within the scope, duration, and maximum value of the Framework as set out in the procurement documents. No minimum value or volume of work is guaranteed under the Framework.

Renewal: The Contract includes the option to extend for up to 12 months. This extension may be exercised at the Authority's discretion where continued service delivery is required and performance under the Contract has been satisfactory, or to allow sufficient time to complete a re-procurement exercise.

Planning Information

A retrospective session will be held with all partners across current live frameworks, as well as clients, to provide lessons learned from other frameworks and procurement processes, from the perspectives of the clients and the contractors. The feedback generated from these sessions will be collated and included within the open market engagement information for the new framework. An online campaign will be shared across social network channels, to invite current and prospective contracting partners to participate in a virtual briefing session. The session will be invitation-only and so interested parties will be required to register for the event. Attendees will be encouraged to submit any questions prior to the session, and these will be covered in the session for everyone to receive the same information, at the same time.
