Notice Description
The projects let under the Framework Agreement may be of a new-build nature, including: demolition, development, refurbishment or re-modelling of existing properties owned and / or used by the framework users. This is a 3 years framework with the option to extend a further 12 months
Lot Information
PS8 million to PS18 million
Lot 1 - PS8 million to PS18 million Description of Lot: High value construction works with an estimated contract value between PS8 million and PS18 million, delivered under the North West Construction Hub High Value Construction Framework. The Lot is designed to support projects of a scale, complexity and risk profile appropriate to this value band. The scope of works is consistent with the overall Framework scope; Lot differentiation is based on contract value only.
Options: The Framework Agreement includes options for additional purchases during its term in the form of call-off contracts. Contracting Authorities may award multiple call-off contracts to Framework Suppliers through direct award and/or further competition mechanisms, in accordance with the Framework rules. These call-off contracts are within the scope, duration, and maximum value of the Framework as set out in the procurement documents. No minimum value or volume of work is guaranteed under the Framework.
Renewal: The Contract includes the option to extend for up to 12 months. This extension may be exercised at the Authority's discretion where continued service delivery is required and performance under the Contract has been satisfactory, or to allow sufficient time to complete a re-procurement exercise.
PS18 million to PS45 millionLot 2 - PS18 million to PS45 million Description of Lot: High value construction works with an estimated contract value between PS18 million and PS45 million, delivered under the North West Construction Hub High Value Construction Framework. This Lot is intended for larger and more complex projects within this value range. The scope of works is consistent with the overall Framework scope; Lot differentiation is based on contract value only.

The scope of works is consistent with the overall Framework scope; Lot differentiation is based on contract value only.

Planning Information
A retrospective session will be held with all partners across current live frameworks, as well as clients, to provide lessons learned from other frameworks and procurement processes, from the perspectives of the clients and the contractors. The feedback generated from these sessions will be collated and included within the open market engagement information for the new framework. An online campaign will be shared across social network channels, to invite current and prospective contracting partners to participate in a virtual briefing session. The session will be invitation-only and so interested parties will be required to register for the event. Attendees will be encouraged to submit any questions prior to the session, and these will be covered in the session for everyone to receive the same information, at the same time.

"description": "This Framework Agreement establishes the terms under which contracting authorities may award call-off contracts for high value construction works under the North West Construction Hub (NWCH) High Value Construction Framework 2027-2031. The Framework is a multi-supplier, multi-lot framework, with suppliers appointed to individual lots corresponding to defined value bands and scopes. No guarantee is given as to the value or volume of work to be awarded under the Framework. Award of call-off contracts Call-off contracts may be awarded by: Direct award, where the Framework terms objectively determine the supplier and pricing for the requirement; or Further competition (mini-competition) among all Framework Suppliers appointed to the relevant lot and capable of delivering the requirement. The selection of award method will be determined by the contracting authority having regard to the nature, complexity and value of the requirement. Pricing mechanism Pricing under the Framework is based on: Fixed Framework rates and percentage fees, including pre-construction, design, contractor staff, preliminaries and overheads, which are established at Framework award and remain fixed for the duration of the Framework. These Framework rates form the basis for pricing all call-off contracts. Where a mini-competition is undertaken, suppliers may be required to submit project-specific pricing, proposals or efficiencies based on the fixed Framework rates. Selection and evaluation at call-off Only suppliers appointed to the relevant lot may be invited to participate in a call-off award process. Call-off tenders will be evaluated in accordance with the award criteria specified in the call-off documentation, which may include price and relevant qualitative criteria such as quality, programme, social value and sustainability, as appropriate to the individual project. Call-off contracts will be awarded to the supplier submitting the most economically advantageous tender in accordance with the stated criteria. General All call-off contracts are subject to the terms and conditions of the Framework Agreement and applicable schedules. Contracting authorities reserve the right not to award a call-off contract following a further competition."

Each Lot constitutes a separate competition and will be evaluated independently in accordance with the published evaluation criteria. It is anticipated that a maximum of eight suppliers are to be appointed to each Lot 1 and Lot 2, and a maximum of six suppliers are to be appointed to Lot 3.
