Summary of the contracting process

West Sussex County Council is procuring traffic signal operations and maintenance services across West Sussex. The requirement covers traffic signals, vehicle-activated signs and other electrical highways equipment, including planned cyclical and programmed maintenance, reactive repairs and emergency response. It also includes upgrades, full site refurbishments, new installations, and associated design and delivery activities. The supplier must inspect and electrically test equipment, respond to faults and damage, replace obsolete or life-expired equipment, install vehicle detection and new sites, and maintain fault-logging and inventory-control systems. Chargeable works may include slot cutting and replacement equipment. Safe working practices and traffic management are required. This is a highways traffic-control and electrical maintenance services opportunity, including CPV 50232200 for traffic-signal maintenance services. The buying organisation is West Sussex County Council.

The procurement has been completed and awarded following an open procedure. One valid final bid was received, from Telent Technology Services Limited, which was selected for the single lot. The award date was 26 June 2026, with an awarded value of £25,000,000 excluding VAT and £30,000,000 including VAT. The contract is scheduled to run from 1 October 2026 to 30 September 2033, with an option to extend for a further three years until 30 September 2036. The standstill period ends on 11 September 2026, and the planned contract signature date is 25 September 2026. Bids could be submitted electronically in English. The lot was suitable for small and medium-sized enterprises, and evaluation was based on quality through the stated PQP process.

This award demonstrates sustained council demand for a specialist highways electrical contractor able to manage a complete traffic-signals service rather than isolated repairs. A credible competitor for future work would need capability across planned maintenance, fault diagnosis, emergency response, equipment replacement, vehicle detection, new signal and vehicle-activated-sign installations, site refurbishment, and design coordination. Experience of operating safely on live highways, arranging traffic management and delivering work through chargeable mechanisms would be important. Strong asset, fault and inventory-control systems would support the service, alongside the capacity to handle both routine maintenance and major capital works. The procurement was suitable for SMEs, but only one valid final bid was recorded, indicating the need to demonstrate broad technical coverage and reliable delivery capacity.
