Summary of the contracting process

The Sanctuary Housing Association, alongside Echelon Consultancy Ltd as the procurement facilitator, has established the "Asset Management and Professional Support Services Framework". This initiative seeks to offer asset management and consultancy services within the property and housing sector across the UK. The procurement process began with a tender stage initiated on 31 October 2025, and the framework was successfully awarded and began on 1 July 2026. The contract, valued at £40 million excluding VAT (£48 million including VAT), is set over a four-year term, terminating on 30 June 2030. This open procedure allows involvement from various public sector entities, supported by Pretium Frameworks Ltd, charged with managing and administering the framework.

This framework presents considerable potential for business growth, particularly for service providers in project management, business process re-engineering, health and safety consultancy, and related disciplines. The open nature of this framework positions it as an opportunity for a diverse range of businesses, including SMEs, to engage in further competition or be awarded directly. Companies specialising in business and management consultancy services can particularly benefit, given the framework's substantial £40 million contract value and broad reach across various UK public sector bodies. Participating businesses will have the opportunity to expand their service portfolio to several authorised users, enhancing their market presence and client base within the public sector.
