The aim of the Supply Chain Transition (IZ) Programme is to help at least 56 manufacturing businesses in the West Midlands to diversify their customer base and win new orders in growing areas of the local economy (as defined in the WMCAs 'Plan for Growth'). They will achieve this by working with a dedicated Delivery Partner (the successful supplier), who will provide one-to-one technical coaching on how to improve business performance, create action plans detailing the steps required to achieve growth and deliver training programmes in change management. The Delivery Partner will also be responsible for distributing grant funding. These grants (worth PS1.5m p/a) will be used as a contribution towards the costs associated with research and development projects identified in the action plans, focusing on helping supported businesses to transition into new, and growing supply chains.

They will achieve this by working with a dedicated Delivery Partner (the successful supplier), who will provide one-to-one technical coaching on how to improve business performance, create action plans detailing the steps required to achieve growth and deliver training programmes in change management. The Delivery Partner will also be responsible for distributing grant funding. These grants (worth PS1.5m p/a) will be used as a contribution towards the costs associated with research and development projects identified in the action plans, focusing on helping supported businesses to transition into new, and growing supply chains. The initial contract duration is June 2025 to 31st March 2026 for a total value of PS2,939,757 (exc. VAT). Please note however, the WMCA has incorporated three separate 1 year (12 month) extension options into the contract and each extension is worth up to PS2,939,757, subject to funding availability and mutual agreement between the WMCA and successful Delivery Partner. This means a total potential contract value of PS11,759,028 (exc. VAT) between June 2025 and 31st March 2029.

                    "description": "(A) The Authority and the Service Provider entered into a Service Agreement (the Agreement) on 23rd of September 2025 in relation to the Supply Chain Transition (Investment Zone) Programme. (B) The Agreement as in the Specification, required the Service Provider to submit a Project Delivery Plan that is in line with the Delivery Plan submitted as part of the Service Provider's ITT Response. (C) At the time of entering into the Agreement the Project Delivery Plan submitted as part of the Service Provider's tender submission did not accurately reflect the current status of the Services. This was due to a delay in executing the Service Agreement meaning the contract could not commence from June 2025 (which was initially intended). (D) The Parties agreed that the Service Provider was to submit a revised Project Delivery Plan updating the milestone dates (from Sept 2025 onwards), for all outstanding deliverables and outputs and on agreement by both Parties, the revised Project Delivery Plan will replace the milestone dates in Schedule 2 of the Agreement. (E) The Parties wish to amend the Agreement as set out in this Deed with effect from the Variation Date. The modification does not alter the total contract value or duration. The Project Plan has been updated solely to reflect the number of deliverables expected to be achieved from programme commencement in September 2025 until March 2026. There is a reduced number of deliverables due to the shorter delivery timeframe. The forecast in the agreed project plan has been updated with an estimation of what the WMCA and consortium reasonably conceive is achievable. The agreed programme of support including 121s, training and workshops will still be delivered but to fewer SME's due to the delay in contract commencement.",
