Renewable Energy Group Buying Scheme (REGBS)
Notice Description
Surrey County Council (the Council) is seeking to appoint a supplier to support the continued expansion of low carbon and renewable energy technologies across the county. The Council's strategic commitment is to achieve net zero by 2050 and its aim is to accelerate the deployment of sustainable energy solutions in a cost neutral manner. The Council's current contract for these services is due to expire in May 2026. Building on the progress achieved to date, the Council intends to secure a new supplier capable of enhancing and scaling the delivery of renewable and low carbon technologies in Surrey. The Council invites both current and prospective suppliers to submit bids under this open procedure for the Renewable Energy Group Buying Scheme.

Surrey County Council (SCC) needs to deploy a range of low carbon and renewable energy technologies in a cost neutral way to make progress against our commitment to reach net zero by 2050. In 2025 our contract with our existing partner ends, and we are looking to secure a new partner to help us build on our successes in this space, but also to go further and increase the deployment of low carbon and renewable energy technologies in Surrey. Surrey County Council anticipates going to the market at the end of November 2025. This Expression of Interest (EoI) seeks information relating to the council’s ambitions around driving uptake of renewables and clean heat technology in Surrey via group purchasing schemes, which will help us shape our approach to the market. For providers who wish to view the EOI can access it via the Proactis Portal (https://supplierlive.proactisp2p.com/Account/Login) under the project “Expression of Interest for Renewable Energy Group Buying Scheme” (RFX1000802). We kindly ask that you complete and return the attached EOI document via Proactis as Dialogue.
