Yorkshire Purchasing Organisation (YPO) has procured a children’s residential care solution for public-sector customers. It is designed to let commissioners purchase whole children’s homes rather than individual placements, with the aim of securing high-quality local homes and improving stability, outcomes and value for money for children. The model is intended to strengthen working relationships between commissioners and providers and support joint planning around transitions and change. The requirement is for residential care services in the United Kingdom, through an open framework that customers can use for their own needs. YPO buys on behalf of public-sector organisations, so the solution is relevant to providers able to serve those customers and deliver residential homes as a whole service.

The procurement has reached award: seven providers were selected—Keys PCE Limited, T-Junction Children’s Services, Frontline Health Professionals Ltd, Gable Healthcare Services, Fosse Children Services, Homes2Inspire Ltd and Agincare Children’s Services Ltd. The award is pending, with signature scheduled by 31 October 2026. The contract period runs from 2 November 2026 to 1 November 2034. The estimated framework value is £900 million excluding VAT (£1.08 billion including VAT); this is the framework’s stated value, not a per-provider allocation. YPO used an open procedure and an open framework with call-offs through competitive selection. Evaluation weighted quality at 70%, social value at 20% and cost at 10%. One lot covered the requirement. Providers pay a retrospective rebate of 0.25% of contractual spend.

This award demonstrates substantial public-sector demand for whole-home children’s residential care, rather than isolated placements, through a framework serving YPO’s public-sector customers. Providers seeking to compete for comparable work need to be able to offer children’s homes as a joined-up service and work with commissioners on local provision, stability and carefully planned transitions. The evaluation gives greatest weight to service quality, with social value also carrying more weight than cost, so a credible offer needs to show how it will deliver good care and contribute social value, as well as present a competitive price. The selected field included both large suppliers and SMEs, and the lot was marked suitable for SMEs and voluntary, community and social enterprises. This indicates that smaller providers can be relevant where they can meet the service and evaluation demands.

YPO is creating a procurement solution to enable its customers to purchase children's homes for children, focusing on securing whole homes rather than individual placements. There is strong evidence to support this type of strategic commissioning as it promotes improved outcomes for children, sufficiency and market shaping and improved value for money. The time is right to look at this differently, both for commissioners and providers, to begin to build stronger relationships between them. This means understanding the different perspectives, risk and challenges that prevent homes being provided in a way that works for children, providers and commissioners. With the objective of providing high quality local homes for children, which are part of a system that supports them, offering stability and the opportunity to become successful adults. Recognising that transitions and change require careful joint planning and support.

Planning Information

A combination of one to one meetings, with Providers who feel they align with the approach to this new solution. YPO may choose to issue questionnaires and host wider market engagement events and reserve the right to adapt the PME approach as needed. Further PME Notices will be published to inform the market as YPO moves forward with the solution development. Pre-market engagement is being sought without prejudice and without commitment. Any information provided will not be used to determine the outcome of the tender process. When, or if, YPO wishes to proceed further a formal procurement process will be followed in accordance with YPO's contract procedure rules and in line with the Procurement Act 2023.
